According to the Ciudad Juarez Internet news site Arrobajuarez.com: "The wave of violence initiated during the month of November 2007, which has led to the characterization of
Juarez as the most violent city of the world, has continued its unalterable growth over and above official efforts that have concentrated as many as 12,000 soldiers, federal police and local cops under what was called Joint Operation Chihuahua and then its successors."” Do to having this type of crime in and around our city does reflect the interests of public-order and the way of life in El Paso knowing that being a “drug lord” is a mandatory life in prison sentencing without the possibility of parole. As stating the “way of life” meaning having the big bucks and owning whatever they want but in the long run what do they really get out of that?
Is a sentence of life without parole something the drug cartels members really know about?

A DUI checkpoint requires more than a regular checkpoint. When police officers extend the checkpoint from checking licensing with passive observation for signs of intoxication to actively testing every driver for intoxication (e.g. flashlight tests, simple cognitive tests, etc...), the purpose has shifted from regulatory to criminal enforcement. According to Michigan v. Sitz, the court effectively ignored the regulatory requirement of special needs searches in coming to their holding that DUI checkpoints fall under the special needs exception (court also likened DUI checkpoints to airport and boarder checks without addressing that there is no other way for the interests protected by those checks to be advanced). Rather, the court merely recognized that there was a compelling government interest, and that DUI checkpoints were a means of advancing that interest.
