Proposal: To set up a National Internship Programme (NIP) and covert the existing Jobsbridge scheme into this framework.
Overview
The Jobsbridge scheme was primarily designed to help all who had difficulty in obtaining paid employment for more than 3 months. This was to be done by reserving a significant number of positions to only be applied for those who had been in receipt of social welfare payments for more than 3 months. In addition to this overarching aim, in my view an additional underlying motivation behind the Jobsbridge could be seen in it enabling young graduates to gain a foothold on the career ladder where they did not have the requisite practical work experience to make them an attractive option for many employers. This lack of work experience was an especial detriment in the jobs market as the impact of the recession was making itself known. Not only did the recession lessen the number of jobs available it also increased competition for those jobs as a large number of redundancies across the economy brought a large number of applicants for positions who had many years of experience in their sector. Young graduates were forced to compete for fewer entry level positions against those who had many years of experience in the particular sector and who were available to pursue these entry level positions due to redundancy.
Maintain the existing criteria for Jobsbridge with some exceptions: 1) the nature of the applicant; 2) extension of the internships available; 3) Inclusion of some social supports for the participants.

Applicant criteria:
Existing application criteria ie a person who have been in receipt of social welfare payments for more than 3 months.
A person who has been registered with NIP for more than 3 months.
