HSM/270- Program Planning and Grant Proposals

Instructor Amy Tardy

Program planning is an organized process through which a set of coordinated activities or interventions is developed to address and facilitate change in some or all of the identified problems (Yuen/Terao, 2003). A grant proposal is a formal written request submitted to a government or civilian entity that outlines a proposed project and shows budgetary requirements and request monetary assistance in the form of a grant (Entrepreneur.com, 2012).

Program planning and grant proposals have a few similarities between them. They both involve logical thinking. In both program planning and grant proposals, an assessment to evaluate the needs and the abilities of the consumer has to be taken in order to set goals that are conceivable in the allotted time for progress. In program planning and grant proposals costs has to be a part of the logical thinking process. Both, program planning and grant proposals are objective-driven. The objective of the grant proposal is to gain funding to provide services to consumers so they are able to obtain their goals. The objective of program planning is to plan services that will allow the consumers to obtain their goals. The differences between grant proposals and program planning is;

A program plan is change effort that is theory based, goal oriented, and supports the target population.

A grant proposal is a request for a certain sum of money from government or private sources to bring a possible solution to an issue

...Grant Proposals Desarae Minges HSM/270 September 27th, 2015 Tammy Wehrman Grant Proposals There are numerous attributes to a grant proposal. Some of those attributes are that the proposal should be formal, polite, well planned, and organized. There should always be a summary of the organization included, as well as a detailed description of the program or service that the previously mentioned organization is proposing to offer. In order to achieve a successful grant proposal, the agency needs to include the locale, target population within the stated geographic area, and state the issue that the program is designed to address, being sure to include any finding that corroborate the stated problem. The grant proposal is designed to convince the funder that the proposed program is exactly what is needed and that funding the organization's program is the best and only option there is available. The purpose or reason behind a grant proposal is to request and secure grant funding to establish said service. The function or duty of the grant proposal is to provide the required and needed information to help obtain the much needed funds to get the program going and establish the growing or overwhelming need of this service in the designated area. Grant proposals and program planning go pretty much hand in hand. Program planning is the process of showing that there is a serious need in the designated community, what the reasons and purpose of developing this particular service...

Program Planning

...Program Planning and Grant Proposals By: Tiffany Davis University Of Phoenix This paper was prepared for Terra Harris The relationship between program planning and grant proposals is one that has many similarities but it is also very different and they should be treated as such. A grant proposal addresses goals within the organizations ability to provide relevant services. Grant proposals could be contract submitted to perform an activity for example better training and research. Program planning is the first step in planning to redevelop a particular program that wishes to be funded by the grant for a government purpose. The grant proposal has a description of what the organization is planning on doing and the deliverables, budget and other important information. Program planning is a way of executing the program and planning on how to get the funds needed to deliver the training or extra things for the organization to make it better for not only the company but for their employees as well. When young adults/adults want to go to school they have to plan what program / career they would like to learn about and get a degree in. Then they have to plan on the budget needed to get to go to school. The last step is to fill out for a grant through the government to get the funds needed to go to school to achieve our goals in getting a better career after school. It is very important to know the difference between program planning and grant proposal. This is important...

Steps in Grant Writing

...Steps to Writing a Grant Proposal Charity Tessitore HSM/270 May 28, 2016 Ruth Hendrick Introduction Funding can be a cause of concern for any organization or program, whether for-profit or not-for-profit. Non-profit organizations and programs rely heavily on the financing from grants. According to "Grants 101” (n.d), “a grant is a way the government funds your ideas and projects to provide public services and stimulate the economy. Grants support critical recovery initiatives, innovative research, and many other programs listed in the Catalog of Federal Domestic Assistance (CFDA).” This paper is going to go through the process of writing a grant proposal, using a new program called “Encouraging Families” as an example. Encouraging Families is a new program that is part of the PEACE Domestic Violence Agency. New Program Idea PEACE Domestic Violence Agency’s mission “is to reduce victim trauma, empower survivors, and promote recovery through direct services.” PEACE encourages domestic violence victims to get help and move on. They also help young adults get the education needed to stop the cycle of abuse. PEACE even provides a rehabilitation program for young adults. What it does not do is help those families get the job skills they need. Sometimes families want to be reunited, but have a member in jail and do not know how to go about reuniting. Encouraging Families is a new program that will work with the families, including the member that is incarcerated. The primary...

Program Planning and Evaluation

...Program Planning and Evaluation Paper Crystal Ingerson 5/1/16 HSM/270 Joan Butcher-Farkas Program Planning and Evaluation Paper Program planning and program evaluation are two parts to one goal. It is through program planning and evaluation that the attainment of program goals and quality of services are assessed. Program planning is defined as an organized process through which a set of coordinated activities or interventions is developed to address and facilitate change in some or all of the identified problems; thus, it is a means for development or change (Brooks/Cole, 2003). Only after the program interventions are implemented, then the performance and the attainment of intended objectives are then evaluated. Program evaluation provides useful information used for improving the programs and the service delivery systems (Brooks/Cole, 2003). Program planning and evaluation is very important when it comes to grant proposals. A grant proposal is a formal proposal submitted to a government or civilian entity that outlines a proposed project and shows budgetary requirements and requests monetary assistance in the form of a grant (Entrepreneur staff, 2016). Before writing a grant proposal, organizations must first have a proper program plan and evaluation process. Funding sources are no longer willing to allocate resources for human service agencies and expect merely a report on whether or not the program and service providers did what they said they would do (Brooks/Cole...

Grant Proposal

...Grant Proposals It doesn’t matter if the business is just an agency, organization, for profit or non-profit they need money to operate. Profit companies focus on getting their funding through revenues and interest-bearing loans. Non-profit companies depend on grants, loans, and public generosity. It is a must to understand that non-profit agencies are businesses too and they also need a way to pay for their expenses. Writing grants is the way an agency finds funding. Either an employee professional grant writer or having administrative personnel to write the proposals, they then submit them for review to potential donors. Writing grants proposals is far from an easy to deal with. There are deadlines, awareness of what programs a funder is looking to invest their time and money into. Details for the application are an important part to writing a grant. Some are short and don’t require much information, while others require detailed description of the program. This is the grant writer’s priority to make sure that it meets requirement and all the information that is needed is there. The primary point to a proposal is that is to get their program out there and to make it clear and honest picture of the organization project for those funding and in general. The writer must convince the review committee that their program is the best to choose. Grant proposals are the entrance to a organization, and creative writing can either win the committee over or break the deal. The information...

Intergovernmental Relations

...Exam 3 1. According to Carl Stenberg, what are the major types of federal grants and what are the distinctions between them? How have block grants in particular evolved over time? What are the major concerns that state, local, and federal officials have regarding block grants? According to Carl Stenberg, there are two types of federal grants: categorical aid, which is specified for a specific use or program; and block grants, which are less specific and are designed to reduce the federal burden or responsibilities on certain programs. Block grants are used as a tool for redistributing power and accountably by using devolution and decentralization of authority (Conlan and Posner, 2008, 264). Sternberg has divided block grants into three distinct approaches: full devolution, partial devolution, and intergovernmental decentralization. Full devolution is the total removal and redistribution of federal policy, funding, regulatory, and administrative responsibilities (Conlan and Posner, 2008, 264). In the 1990s, this was referred to as “devolution revolution” and consisted of rhetoric proposing to push more power away from the federal government and down to the state and local levels. Full devolution was not popular and was only successful a few times, using legislative, executive, and administrative devolution to shift functional responsibilities from the federal level to state governments, for example, the regulation of marine port pilots, insurance, interstate horse racing, shipping...

Writing a Grant Proposal

...Steps to Writing a Grant Proposal Grants provide monetary support to human service organizations to launch new programs, purchase equipment, publish collateral material, start a fund-raising program, etc. It is estimated that 33,000 human service organizations have government contracts and grants and is the single largest source of revenue for 60 percent of these organizations (Boris, Leon, Roeger, & Nikolova, 2010). Grants play a critical role within human service organizations, which permits them to offer services and programs that meet the needs of the community. Writing a good grant proposal is essential as many funding sources are highly competitive and only fund a small percentage of applications. The proposal must contain a message that is easy to understand and believable. Successful proposal writing does take a good amount of preparation and organization. One needs to have an understanding of the organization’s mission and goals, as well as knowledge of its administrative, fiscal, and programmatic capabilities (Rinehart & Bouie-Scott, 2003). Proposals include a lot of detailed information and can be challenging as there is much more to submitting a grant proposal than writing it. Creating a timetable and planning schedule where there is a detailed list of all tasks needed to be done, along with specific due dates, and which team member the task has been assigned to will help monitor the progress of the proposal and keep everyone on track. The tasks need to...

...Steps to Writing a Grant Proposal 1. Brandy D HSM/270 September 16, 2014 Instructor: Bonita Comer 2. One of the most important tasks of a successful program planning process is to know exactly what is needed and clear, concise grant writing is the way to achieve this. A grant proposal is a written program plan aimed at obtaining financial assistance from a funding source. Understanding the programs target population and that populations needs are a vital part of a successful grant proposal. “In writing a grant proposal, the applicant agency is making an argument that it has the understanding of the identified problems and knows how to address the problems. The grant proposal is then the agency’s plan of intervention that follows the argument Moore (1998)” (Chapter 2, Practical Grant Writing and Program Evaluation, Yuen/Terao - © 2003 Brooks/Cole). A grant proposal consists of three parts: 1. a group of premises. 2. a conclusion. 3. An implicit claim. The premises are the beliefs that support the program proposal. The conclusion is the services the program intends to offer and the claim is the expected outcome of the services provided by the program. Usually the first step in grant writing is a needs assessment. Qualitative and quantitative are both ways to identify the needs of the program and those that should be expressed in the grant proposal. The grant proposal process normally begins with a Request for Proposal (RFP) or a Request...

...This would allow people to come and enjoy food, leave donations, and gather more information about the organization. You could also give out incentives if people donate to the organization. A fun incentive for someone who would come to the organization often could be to have a front row parking spot. This will allow the organization to set out brochures, to meet and greet with staff and volunteers, and to ask any questions they may have about the organization. The program planning and evaluation process can provide opportunities for program improvement. There are many different areas program planning and the evaluation process that can improve programs. Program Planning and Evaluation

...Program Planning and Evaluation Paper The PEACE Domestic Violence Agency is an agency that serves the community of Portland. Oregon. This agency is one that thrives to break the cycle of both domestic and sexual abuse amongst men, women, and children. They are a nonprofit agency that depends on funding from two main sources, The Small Grants Program and The Investor Program. This agency depends on funding from outside sources in the form of grants, two to be precise. Now, because they use grants from these sources for financial assistance, they have to use program planning. Program planning is a multi-step process that generally begins with the definition of the problem and development of an evaluation plan. An evaluation plan is basically a part of a grant proposal that gives information to improve a project during development, in which funding is needed. Since this agency requires grants for funding, program evaluation is needed to collect and analyze information to answer questions about projects and policies about their effectiveness and efficiency. Program evaluation is a detailed assessment of the outcome of a program, against established measures or expected results to determine if it achieved its objectives. ("What is program evaluation? definition and meaning," n.d.) Both program planning and program evaluation are needed because they are both steps in the larger process of program development. Within this specific agency, program planning is defining the issue...

Steps to Writing a Grant Proposal

...A grant proposal is a representation of a program plan. A plan indicates the approach the applicant will use to identify the needs or problems. A grant proposal has several major sections that outline the program plan: the abstract, table of contents, specific aims/background and significance/needs and problem statement, target population, approaches and methods, activity plans and scheduling (timeline), agency capacity and program management, budget and budget justification, evaluation plan, (Yuen/Terao, 2003). An abstract is a summary of the contents within the grant proposal. It consists of 45 lines, but one page is recommended. Contradictory to one another, the abstract is the shortest part of the proposal, but also the most important and most read. An abstract, to any piece of writing, is typically the go-to piece to read so there can be avoidance of reading something that may not be of interest to the reader. Better yet, it provides that first impression for anyone who reads it. The following are included in the contents of the abstract of a grant proposal: agency name and the type of organization it is, the purpose and objectives of the project, specific interventions for the project, target population such as race, demographic, age, gender, special needs, location and setting of the project, and the relevance of the proposal to the funding source (Yuen/Terao, 2003). Considering that the abstract is the most important piece as well as a summary for the proposal, it is...
