Non-motorists are always at highest risk of being injured or killed on the road due to increasing number of traffic on roads. Recent years have observed rapid motorization, urbanization, industrialization, migration and other changes consequent to globalization and opening economic policies of successive governments in India. An associated effect of these fluctuations is the increasing road crashes and deaths due to lack of safety policies and programmes (G.Gururaj, 2014). Road accidents are increasing day by day and India has been accounted as highest number of fatal accidents in the world. Fatal accidents in India have increased to 5% to 1.46 lakh in 2015. This number translated that every day 400 people dies or one person dies in every 3.6 min due to road accidents. There are some states where road fatalities have declined. Assam showed maximum decline in fatal road accidents (India, 2016). These numbers are just the reported numbers but there are many more people who get injured or killed every day. Situation in...

Australia began recording motor vehicle accidents as of 19241 and since then there have been over 180,0002 deaths from road accidents with the greater impact being on younger age groups and individuals in the most economically productive age groups.1 With the fatality rate of road accidents at an all time high in the 1970’s with a total of 3,798 deaths in 1970, the annual road toll has significantly decreased to a total of 1,193 in 2013.2 Once it was discovered that alcohol consumption, travelling at high speeds and the non-use of restraints were major causes of deaths and severe injuries in road accidents, serious action was taken which lead to the establishment of mandatory seat belts in 1973, a blood-alcohol limit of 0.05 in 1992 along with random breath testing in every state by 1988 and national maximum speed limit of 110km/h in 1992.1 Although these establishments are major factors in the decrease of road accidents...

...Witness of a Road Accident In a city like Bombay, which has more than four hundred thousand vehicles and a few million pedestrians on the roads, many accidents take place every day. But tragic as and accident is, involving loss of life. Things are made worse by the fact that every accident is followed by time-consuming and expensive lawsuits. The polish are handicapped in this matter by the fact that very few people come forward as witnesses. They are either afraid of getting involved or simply indifferent. Let me tell you about the time my friend Nick and I witnessed a road accident and got involved. We were on our way one evening to the beach and for this purpose we had to walk down through crowded market. It was winter and foggy weather. Suddenly we heard the squeal of brakes and saw a car, clearly out of control, skidding on the road. The young man who was driving the vehicle was struggling with the steering wheel but the car was moving sideways towards market. We saw the car smash straight into a cyclist who was coming from the market and flung against a lamppost. He fell unconscious on the pavement and was bleeding profusely from a gash above the forehead. Nick ran in search of a policeman and to phone for an ambulance while I tried to render some first-aid to the bleeding man. Meanwhile a large crowd had collected round the victim of the accident and the car. The driver was pulled out and the public began to beat him up. Fortunately for him...

...over the past years in the U.S., and studies show that the risk of having an automobile accident or near accident significantly increases when a person is talking on their cell phone. Although, not everybody who uses their cell phone while driving has been or will be in an accident, but an alarming number of people who were involved in automobile accidents have been reported to have been using a cell phone while driving. Because of the increased number of traffic accidents caused by cell phones, it can be show that cell phone use should be banned while driving do to the risk of getting a ticket, people get distracted while they are texting and dialing a phone number and maybe hands free headset should be banned as well. Individual that uses their phone while driving is taking the risk of getting a ticket or even an accident. ...recent years, world health organization expressed road injuries as the leading cause of death among young people. While most agree that the issue deserves attention, road traffic injuries have been neglected from the global health agenda for many years. The objective of this paper is to find out why car crashes continue to be the leading cause of deaths and life threatening injuries. Road traffic crashes cause great economic loss to victims, sufferers and their families. These losses range from the cost of treatment, including rehabilitation, to the continued quality of life of the victims in which some cannot work or can work with limited job duties. The desired goal is to find effective prevention methods to circumventthese unnecessary motor vehicle related injuries from occurring. Car Accidents World Health Organization reports every year the lives of almost 1.24 million people that are cut short as a result of road traffic crashes. As a result, it has been proven that there has been a variation in causes of death relating to road traffic crashes. Driving under the influence, distracted drivers, and aggressive driving have been shown as a cause of road traffic crashes that lead to death and life threatening injuries. According to the traffic safety administration the age range that is more likely to result in these offenses are young adults between the ages 15-44 years and male drivers as being more likely to be involved in road traffic crashes than female drivers. ...Drunk driving and devising ways to prevent it have been a long standing issue in our society, and rightfully so. However, there are individuals far worse dangerous to have behind the wheel of a motor vehicle. As reported in the American Journal of Public Health, a journal dedicated to the publication of original work in research, research methods, and program evaluation in the field of public health, Dr. Fernando Wilson and Jim Stimpson, in collaboration with the Fatality Analysis Reporting System (FARS), affirm that a person that is texting while driving is 23 times more likely to be involved in a car crash than a drunk driver (2010). Between 2005 and 2008, distracted driving fatalities increased more than 28% nationwide (Stimpson & Watson, 2010). Driving while texting has become an undeniable danger as these figures support. It is for this reason, as reported in the Dallas Morning News, that Texas lawmakers recently passed a bill, 124-16, to ban texting while driving (Hoppe, 2011). This bill has now gone on to seek much needed approval from the governor, Rick Perry. With so much support coming from the Texas House, it is expected for the bill to pass. However, one must keep in mind that Governor Perry has a penchant for vetoing bills, as was evident back in 2000 when he vetoed a record 83 bills in one day (CBSDFW.com, 2011). As of right now the state of Texas currently has a no-texting policy for licensed drivers under the age of 18 and anyone driving in a school zone (Hoppe...

...Emerging Road Safety Problems in Urban Areas of Bangladesh Dr. Md. Mazharul Hoque1, S. M. Sohel Mahmud2, Abdus Shakur Qazi2 ABSTRACT: Developing countries like Bangladesh are experiencing very serious road safety problems. Latest studies revealed that there are 10000-12000 deaths from road traffic injuries each year in Bangladesh, nearly 25 percent occurring in the urban areas. Urban road accidents are a very serious and growing problem with vast majority of road accident fatalities comprising vulnerable road users viz. pedestrians, bi-cyclists and motorcyclists. Indeed, in urban areas of Bangladesh pedestrians represent often up to 70 percent of the total road accident fatalities. Their involvement varies between 35 and 62 percent of the road accident fatalities in the medium sized cities. This paper aims to present an overview of the dimensions and characteristics of the road traffic accident problems in Bangladesh, with a special reference to the situation in urban areas, metropolitan cities in particular. The paper also highlights the key safety issues and priority measures for mitigating urban road safety problems in Bangladesh. INTRODUCTION The combination of rapid urbanization and motorization has been a key cause of numerous transport problems in developing cities of Asia. Indeed, the rapid urbanization process, high vehicular population growth and that of the mobility, inadequate transportation facilities and policies, varied traffic mix with over concentration of non-motorized...

...Abstract: In this paper we have analyzed the behavior of eye movement for prevention of vehicle’s accidental situation in motor driving. We are analyzing eye blinks in normal and in driving conditions. One of the biggest problems in India and the world are road accidents. Driver’s non alertness is a prime cause for most accidents related to automobiles crashes. Accidents caused in dozed state are more severe, because of very high speeds involved and hence the driver fails to take any protective action just before collision. The state of drowsiness can be very easily detected by watching driver’s eyes. In this paper we are considering blinks of eyes. Blinks may be voluntary or involuntary. Both voluntary and involuntary blinks are taken under consideration. As the vigilance level of driver changes number of blinks also changes. The number of blinks in normal and in driving situations is the basis for judging whether driver is drowsy or not. Keywords: template, frames, blinks, testing, automatically, Human Computer Interface, drowsiness. 1. INTRODUCTION Most of the drivers do not follow the ideal conditions of driving.
