Peter Anthony A. Abaya
Peter Athony Abaya is the concurrent general manager and chief executive of Philippine Reclamation Authority. He was one of the new appointees of President Benigno Aquino III after his inauguration. Previously, Abaya served as the Undersecretary of the Department of Energy (DOE) and the Director of the Environmental Management Bureau of the Department of Environment and Natural Resources. He was also appointed by former President Gloria Macapagal-Arroyo as the chairman of the Philippine National Oil Company–Alternative Fuels Corporation (PNOC-AFC) He is the son of the former Representative Plaridel M. Abaya and brother of the current Representative of the 1st District of the province of Cavite, Joseph Abaya.

Abaya has a Master of Engineering degree in both Civil and Environmental Engineering from Cornell University in Ithaca, New York and has a Bachelor of Science degree in Civil Engineering and a Bachelor of Arts degree in Economics (Honors’ Program) from the University of California-Irvine where he graduated with Honorable Distinction in both degrees. In 1999, he completed a Post-Graduate Program in Climate Change and Development at the John F. Kennedy School of Government, Harvard University in Cambridge, Massachusetts.
Professional profile
Abaya has had vast experiences working in government offices. From 1998 to 2001, Abaya was the Director of the Environmental Management Bureau of the Department of Environment and Natural Resources during the time of former President Joseph Estrada.
From 2001 to 2004, Abaya served as Undersecretary and Assistant Secretary of the President’s Priority Programs and Official Development Assistance (ODA) Office of the Office of the President.After which, he was the appointed as the Undersecretary of the DOE from 2004 to 2006 and was in charge of the oil and gas, and renewable energy and alternative fuels.
In 2006, he was appointed by former President Arroyo as the President and Chief Executive Officer of the Philippine National Oil Company Alternative Fuels Corporation (PNOC-AFC), where he was largely credited for turning the company around after four consecutive years of losses.
In 2007, the Commission on Audit reported that the PNOC-AFC had the highest revenues in 2007, Highest Total Assets since 2001, Highest Net Income since 2001, and Highest Cash Position since 2004.
The PNOC-AFC was also cited by foreign agencies for its business model. The Landbank of the Philippines has adopted it as its template in its P10 billion jatropha program fund. In 2008, Abaya quit his post as the PNOC-AFC chief, citing his ailing knee which hampers his working schedules. Former President Arroyo then appointed him as the President of PNOC-Development and Management Corporation (PNOC-DMC).
In 2010, Peter Anthony Abaya, was appointed by President Aquino as the general manager and chief executive of the Philippine Reclamation Authority.

Aside from his government positions, Abaya is also a member of the Board of Trustees of Association of Petrochemical Manufacturers of the Philippines (APMP).
