While the study of hate crimes and the laws that have been passed because of hate crimes is relatively new, hate crimes have always been around. Hate crimes were committed as far back as the 1800's and even back to The Civil War. Hate crimes are prevalent in society today just like they were in the past; because whether the crimes are aimed towards Muslims, the gay community, or any other minority group; they are fueled by something that every person has come into contact with- prejudice. Prejudice is defined as a preconceived thought or opinion about someone. While prejudice can be positive, in the concept of hate crimes they are negative feelings, thoughts, or opinions that are aimed towards a certain religious, ethnic, race, or even sexual orientation group. The typical definition of hate crime is that a crime has been committed by a majority member against a minority member simply because the victim was a minority. However, as of recent the definition has been expanded to allow for any crime committed by bias towards the victim's social group such as anti-gay or anti-lesbian. This happened to be the title of the primary book that we used for this course. This book, by John T. Noonan, is entitled A Church That Can and Cannot Change: The Development of Catholic Moral Teaching. A theme which Noonan immediately focuses on throughout the book is one which touches many of us deeply, slavery. As a person who has studied both law and religion and who is now embarking on a study of moral theology & ethics, I was highly interested in reading what John T. Noonan a distinguished scholar -author and member of the U.S. Court of Appeals- had to say in such an arena. Having heard him lecture, I was interested to see how his viewpoint translated into this type of arena. I was not disappointed. Throughout our course we not only discussed how this work dealt with such a topic, but we also discussed our own viewpoints on this very topic. The collections occupy a large complex of six historic buildings along Palace Embankment, including the Winter Palace, a former residence of Russian emperors. Apart from them, the Menshikov Palace, Museum of Porcelain, Storage Facility at Staraya Derevnya and the eastern wing of the General Staff Building are also part of the museum. The museum has several exhibition centers abroad. The Hermitage is a federal state property. Since 1990, the director of the museum has been Mikhail Piotrovsky. Of six buildings of the main museum complex, five, named the Winter Palace, Small Hermitage, Old Hermitage, New Hermitage and Hermitage Theatre, are open to the public. This case study examines how building and maintaining strong coalitions aided in attainment and preservation of civil rights and protections for same-sex couples in Minnesota. As a historical policy analysis, it dissects collaborative strategies and events that led to a municipal domestic partner ordinance and state civil rights protections for sexual minorities in Minnesota during 1983–1995. Viewed through the lens of Advocacy Coalition Framework and Punctuated Equilibrium theory, findings support and highlight the importance of strategic planning of developing capable leaders, building strong coalitions, and capitalizing on events to garner public support and advance public policy toward civil rights protections and legal recognition for same-sex couples.
