While most eligible citizens have a photo ID, the small percentage without one still have the right to vote. One of the main concerns about obtaining a photo ID are the cost and the location. In the past, in order to obtain a photo ID from the Department of Motor Vehicles office, one must show a birth certificate. Most people that do not have a photo ID, also lack a birth certificate. In order to obtain a birth certificate one must show a photo ID. This creates a circle which is extremely hard to be broken in ordinary circumstances. Now state officials have offered to issue free photo ID cards that require only oral verification of a social security number (Dean). Representative for Alabama, Kerry Rich, says, “ The new free ID would be easy to implement” (qtd. in Lockette). This is due to the contract with the Department of Public Safety which would allow the free ID to be available for pickup at any local DMV office. This would solve the problem of having to purchase a non-driver ID from the DMV, saving the voter about $23 (Lockette). We argue that couples can use internet communications not only to marry when separated by great distance but also to choose which state’s laws will authorize their marriage. In particular, same sex couples could marry under the laws of a state that permit such unions, regardless of where they exchange vows. States inadvertently have created geographic monopolies, requiring each marriage receiving the benefits of their licensing laws to be performed within their borders.
