Abstract With significant U.S. federal funds now available to replace outdated punch-card and mechanical voting systems, municipalities and states throughout the U.S. are adopting paperless electronic voting systems from a number of different vendors. We present a security analysis of the source code to one such machine used in a significant share of the market. Our analysis shows that this voting system is far below even the most minimal security standards applicable in other contexts. We identify several problems including unauthorized privilege escalation, incorrect use of cryptography, vulnerabilities to network threats, and poor software development processes. We show that voters, without any insider privileges, can cast unlimited votes without being detected by any mechanisms within the voting terminal software. Furthermore, we show that even the most serious of our outsider attacks could have been discovered and executed without access to the source code. In the face of such attacks, the usual worries about insider threats are not the only concerns; outsiders can do the damage. That said, we demonstrate that the insider threat is also quite considerable, showing that not only can an insider, such as a poll worker, modify the votes, but that insiders can also violate voter privacy and match votes with the voters who cast them. We conclude that this voting system is unsuitable for use in a general election. Any paperless electronic voting system might suffer similar flaws,

...Some countries that had used an automated election system similar to the one that the Commission on Elections bought from Smartmatic have reverted back to manual tallying and counting of votes. Among these countries are Germany, Switzerland and Ireland. In 2009, Germany’s Federal Supreme Court (SC) ruled against the automated election system because the use of electronic voting machines is contrary to the democratic and public character that elections must have. The German Supreme Court also noted the electronic system’s flaws similar to those that Filipino experts have been warning the Comelec and the public about. The biggest complaint against electronic ballot casting, reading and counting systems is their lack of transparency. Nobody sees how the machines are reading each ballot. Then the machines report results that no one can verify. Like the PCOS machines bought by the Philippine government, the machines in Germany did not print our receipts containing what the voter wrote down on his or her ballot. Experts from CenPEG, AEStch and other institutions have been repeating that the problem in Philippine elections is not in the manual voting and the counting and tabulation that the Comelec officials, representatives of all parties, people from accredited watchdogs and the media can witness on blackboards or whiteboards. The cheating is in the transmission of results and the fraudulent canvass. With the midterm election tomorrow only hours away, the Precinct Count Optical...

...definition of terms for better comprehension of the study. Related Literature All computer scientists who have done work in or are interested in electronic voting seem to agree that online voting does not meet the requirements for public elections and that the current widely-deployed voting systems need improvement. Voting on the Internet has disadvantages based on the areas of secrecy and protection against coercion and/or vote selling. It's such a truly bad idea that there seems to be no credible academic effort to deploy it at all. The Kenyan General elections of 2007 brought national attention to problems with current methods of casting and counting votes in public elections. Most people believe that the current system should be changed; there is much disagreement on how such changes should be made.c really can't trust any code which we did not create ourselves. Therefore, they tend to be extremely suspicious of proprietary voting machines and their makers who insist that we should “just trust [them].” Neumann gives a list of suggestions for "generic voting criteria" which suggests that a voting system should be so hard to tamper with and so resistant to failure that no commercial system is likely to ever meet the requirements, and developing a suitable custom system would be extremely difficult and prohibitively expensive. A voting machine must produce human-readable hardcopy paper results, which can be verified by the voter before the vote is cast, and manually recounted...

...2.4 LOCAL LITERATURE 2.4.1 Electronic Voting Literature Review Computer scientists who have done work in, or are interested in, electronic voting all seem to agree on two things: * Internet voting does not meet the requirements for public elections * Currently widely-deployed voting systems need improvement Voting on the Internet using every day PC's offers only weak security, but its main disadvantages are in the areas of anonymity and protection against coercion and/or vote selling. It's such a truly bad idea that there seems to be no credible academic effort to deploy it at all. The Presidential elections of 2000 brought national attention to problems with current American methods of casting and counting votes in public elections. Most people believe that the current system should be changed; there is much disagreement on how such changes should be made. The MIT/Caltech researchers [1] “see a promising future for electronic voting, despite its problems today” (under a few conditions). They advocate using the methods currently in use which result in the lowest average numbers of “uncounted, unmarked, and spoiled ballots,” like in-precinct optical scanning. Their report even proposes a framework for new voting system with a decentralized, modular design. Other researchers have done work in electronic voting; while they may not explicitly mention voting from remote poll sites, their work is nonetheless relevant to any effort at designing or implementing...

Online Voting

...Researching Online Voting System Global Stories Information Technology Essay Global Success Stories During this research of online voting system, we have selected two voting system for global success stories. First system is the Maryland voting system and second system is the vote system in Monash University Gippsland Student Union. The following section provides the background information of these systems and the highlight of system function. The highlight of system function will be further considerable in our proposed voting system. Maryland voting system In 2001, the Maryland General Assembly passed a law that required the State Board of Elections. A Direct Recording Electronic (DRE) voting system as the statewide voting system for polling place voting. The DRE voting system was selected because it offers many advantages over other voting system. Function highlights Eliminate issue of voter intent Prevent “overvotes” Provide voter with a summary of selection before casting a ballot Allow most voters with disabilities to vote a secret ballot Accommodate multiple languages Easy to use In 2006, a research report of public opinion poll by the University of Maryland, that show the Maryland voters are very satisfied with this touchscreen voting system. 92% of voters who voted in the 2004 General Election had a positive experience voting on this system. Mobile Voting

...1 Chapter 1 THE PROBLEM AND ITS SCOPE Introduction Now more than ever, technology is changing on how we vote. Voting schemes have evolved from counting hands on early days to systems that includes papers, punch cards, mechanical levers and optical machines. Electronic voting systems provide some characteristic different from the traditional voting technique. As an effect of vast change in modern technology, several techniques in voting arises in order to solve various drawbacks like time consuming and large volume of paper works can be consumed. So the solutions are televoting, android phone voting and web voting. Televoting was also known as voting via SMS text messages. Mobile phone connects through GSM (Global System for Mobile Communications) in which it searches for cells in the immediate vicinity. Televoting uses a format in which the public viewer follows and replies error whenever they send an invalid format. Like in a real television shows, televoting was a very common method that opens the public to vote its favorite contestant to remain and not to be evicted. The outcome will be decided by the number of votes in which a contestant garners. On the other hand, android phone voting and web voting has this similarity. Both use an internet in order to gain access and make vote counts. In web voting, it uses a browser to view the page and users just simply browse, follow some steps and vote, and if successful, the vote is counted. The most common method before a user...

Online Voting

...presents a proposal for an Online voting system for Imo State University.”ONLINE VOTING SYSTEM” is a voting technique which contains rules for valid voting and how votes are counted and aggregated to yield a final result. Voting involves counting which means it’s algorithmic in nature. This is an important area for development because the opinions of the students are pivotal to the future of the university, and such a system can increase awareness of important matters. However, it is still questionable whether elections could be conducted online due to the high level of concern over security and even accessibility of internet and other IT infrastructures. The aim of this project is to develop an interactive voting system with which users can participate using internet enabled computers. Online voting would be more convenient, relatively secure and utilize fewer resources. This project will be useful in two ways. It will provide an easier system for the school Student Union Government (S.U.G) than the traditional voting system and it will also help me improve my experience and knowledge of web technologies. HTML, My SQL and Java Programming Language will be used to create the Online Voting System. Power Control Unit, Hydraulic

...Power Control Unit, Hydraulic - Description Hydraulic power control units (typically referred to as PCUs) are used to position primary (or secondary) flight control surfaces. PCUs are a single assembly (i.e., single part number) that combines individual hydraulic components into an assembly. PCUs perform two critical functions: (1) they position the flight control surface in response to mechanical or electrical commands, and (2) they represent a principle structural element capable of withstanding flight loads and providing protection against flutter (unsteady, aerodynamic loads). The requirements of these two functions make PCU design a challenging task. At the heart of PCU is a servovalve and an actuator (servo actuator). The servovalve can be controlled by a flapper nozzle, jet pipe, solenoid, torque motor or mechanical linkage. Some PCUs contain only a servo actuator. However, PCUs often contain other components to meet performance and failure mode performance criteria. Other components typically found in PCUs are shutoff valves, pressure relief valves, input filter, check valves, and compensator. Another component that is often part of a PCU is one or more servos whose control is based on some performance criteria. These servos can be positioned electronically or by hydraulic pressure (where loss of hydraulic pressure allows a spring to position the servo). A simple PCU is shown in Figure 1. Figure 1 Simple PCU Diagram This PCU shows the pressure input going through...

India - Economics, Politics and Society

...1. Summary: The Indian government has the power to acquire private land for public use (the philosophy of eminent domain). Land acquisition is a very important and absolutely necessary activity that every government must undertake, and it is absolutely imperative that the government have a clear, just and feasible policy regarding land acquisition that provides fair compensation to the parties affected by the acquisition. A land acquisition policy must be clear on the factors mentioned blow: 1. The definition of public use (or the type of projects that the policy is applicable for): In general, the definition includes strategic purposes (those relating to Defense), infrastructure projects for development of villages, etc. 2. What all kinds of land can be acquired and how much of it: In all cases, there are restrictions that the land acquisition must not impair historical or artistic monuments of importance or desecrate religious structures, graveyards, etc. Due to concerns pertaining to food safety, in India, restrictions are often imposed on the acquisition of irrigated multi crop lands. 3. Who the affected parties are (or who are to be compensated): Land owners are the most obvious affected parties (they are always considered among those to be compensated). But people depended on the land indirectly, like landless labourers working on the land and others who depend on the land for livelihood, are also affected, often adversely. 4. In what form the...
