However, having examined the reform history, one could conclude that all the reforms proposed after 1999 are not carried out as planned. This essay, therefore, attempts to provide descriptions on the major reforms of Lords proposed or implemented since 1911. It will focus particularly on discussing the main political and legal difficulties on the incompletion of reform of Lords since 1999. 1. Introduction The House of Lords has long been known as a historical curiosity of this country. Together with the Canadian Senate, the chamber remains one of the only two unelected second chambers in the modern and major democracies. Owing to the undemocratic composition of the Lords, it was reluctant to utilize its legitimate powers in the 20th century for which some local political scholars described as having ‘a little public profile but no actual power’ , while others commented that the extremely feeble bicameralism in this country had been shading into unicameralism. How can an organisation prepare its decision makers for such situations? This article presents a pedagogical approach to dilemma training for business leaders and managers. It has evolved through ten years of experience with human resource development, where ethics has been an integral part of programs designed to help individuals to become excellent in their professional roles. The core element in our approach is The Navigation Wheel, a figure used to keep track of relevant decision factors. Every time you have a conversation about what someone “should” or “ought” to do, you doing moral philosophy. Your moral converations may be very personal – whether you should return the five dollars extra change the clerk gave you at the video store – or very broad – whether national security is more important than personal freedom. Whatever your moral conversations are about, it is likely there is a body of literature that would be useful in clarifying your thoughts on the issue. It may be a good idea for you to read a basic textbook on moral philosophy to review or familiarize yourself with the way philosophers have thought about some of the moral issues that almost everyone encounters. It is especially useful to be familiar with the terms and concepts of moral philosophy so you can express your views precisely and intelligently. Some of the major moral theories are briefly summarized in the Primer of Moral Theory that follows. Bown† Brandeis University & The Brookings Institution May 2005 Abstract The poorest WTO member countries almost universally fail to engage as either complainants or interested third parties in formal dispute settlement activity related to their market access interests. This paper focuses on costs of the WTO’s extended litigation process as an explanation for the potential but “missing” developing country engagement. We provide a positive examination of the current system, and we catalogue and analyze a set of proposals encouraging the private sector to provide DSU-specific legal assistance to poor countries. We investigate the role of legal service centres, non-governmental organizations, development organizations, international trade litigators, economists, consumer organizations, and even law schools to provide poor countries with the missing services needed at critical stages of the WTO’s extended litigation process. In the absence of systemic rules reform, the publicprivate partnership model imposes a substantial cooperation burden on such groups as they organize export interests, estimate the size of improved market access payoffs, prioritize across potential cases, engage domestic governments, prepare legal briefs, assist in evidentiary discovery, and pursue the public relations effort required...
