Guns Keep Us Safe Vermont, one of out five states that allow their citizens to carry a firearm, without having a permit on them. Out of Alaska, Arizona, Vermont, Arkansas, and Wyoming, Vermont is the safest (Custom States). This Second Amendment was passed September 25, 1789. It took Congress 2 years to decide whether to let the citizens of the United States of America own a firearm.
What does the Second Amendment mean?. Well “the Second Amendment of the United States Constitution reads: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed"(Legal Information Institute).
