...Analysing the Land Bill, 2015 The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 replaced the Land Acquisition Act, 1894 which was a general law relating to acquisition of land for public purposes and also for determining the amount for compensation to be made on account of such acquisition. The 2013 Act addressed the shortcomings of the previous Act by including provisions relating to just and fair compensation and rehabilitation and resettlement for the affected persons and their families. Some of the provisions incorporated under the Act are as follows: i. The definition of “Public Purpose” was restricted to the acquisition of the land for strategic purposes vital to the State and for infrastructure projects where the benefits accrue to the general public. ii. Additional benefits beyond the monetary compensation were provided to families affected adversely by involuntary displacement. iii. A mechanism for careful assessment of the economic disadvantages and the social impact arising out of displacement was discussed. iv. This law will take effect on January 1, 2015 allows college students between the ages of 18 and 21 who are enrolled in a wine-making or beer-brewing course to be able to drink alcohol and spit it out afterwards. There is existing law that forbids a person under 21 years old to have alcohol but this law would exempt specific students within California’s public institutions who are enrolled in a viticulture or enology program to fully experience what they have made as part of their curriculum. The main concern opposing this bill is that minors under 21 are not allowed to consume alcohol and by allowing students to do so at an earlier age may encourage underage drinking. Despite the concerns, this law received wide recognition among supporters such as the California Association of Winegrape Growers, California Craft Brewers Association, Family Winemakers of California, University of California and California State University. The single biggest thing the government could do to increase the number of startups in this country is a policy that would cost nothing: establish a new class of visa for startup founders. The biggest constraint on the number of new startups that get created in the US is not tax policy or employment law or even Sarbanes-Oxley. It's that we won't let the people who want to start them into the country. Letting just 10,000 startup founders into the country each year could have a visible effect on the economy. If we assume 4 people per startup, which is probably an overestimate, that's 2500 new companies. Each year. They wouldn't all grow as big as Google, but out of 2500 some would come close. By definition these 10,000 founders wouldn't be taking jobs from Americans: it could be part of the terms of the visa that they couldn't work for existing companies, only new ones they'd founded. The executive is a power in itself independent of the Congress but also in most cases restricted in power by that of Congress and the Supreme Court. The Constitution is specific on a few certain powers of the executive while being somewhat vague on other powers based more so on one’s interpretations and also precedents that may have been set forth in previous terms. But we may want to read the 'fine print' because along with these executive powers there come limitations in order to prevent any sort of tyranny or dictatorship. Probably the most effective or compelling power given the executive would be the veto power in which case the president may veto a bill sending it back to its origin with reasoning. Some would say the veto power is a means of defense for him and his office from being reduced to a subject of the legislature, thus maintaining its independence.
