The government wanted him to be like everyone else, indoors getting brain washed. Another quote from “The Pedestrian” is “ The tombs, Ill-lit by television light, where the people sat like the dead, the gray or multicolored lights touching their faces, but never quite touching them.” This quote is showing you evidence that they are just going home and watching T.V.
