...ALLECO R. SILVERIO MANILA — A lawmaker has charged that the Benigno Aquino III administration’s proposed budget allocation for education is so meager that it will drive state schools to implement more commercialization schemes, tuition and other increases, and other income-generating activities. During a recent congressional budget deliberation for the proposed allocation for the Commission on Higher Education (CHED) and state universities and colleges (SUCs) Kabataan party-list Raymond Palatino said the Aquino government’s P37.1 billion ($880 million) budget for education is “grossly insufficient.” He said that despite President Benigno Aquino III’s pronouncement that the country’s 110 SUCs will will receive a hefty increase in their budget next year, there are many “cover-ups” and “deceptions” in the proposed budget as put together by the Department of Budget and Management (DBM). In his 2013 budget message, Aquino said that his government was not neglecting public schools and universities, or the country’s “iskolar ng bayan” or scholars. Aquino then went on to explain that the DBM increased the allocation for SUCs by almost 44 percent or P11.3 billion, to P37.1 billion ($880 million) from the current P25.8 billion ($619 million). “At first glance, it appears that the government is changing its earlier pronouncement that it will gradually reduce state funding for SUCs to force them to utilize their internal income. Such a move is a direct response to the clamor of students...

...IS THERE REALLY A BUDGET CUT? An Analysis of Government Financing for the University of the Philippines Recent calls made by progressive student organizations, including faculty and administrators of state universities and colleges (SUCs), most notable of which is the University of the Philippines (UP), have made the issue of a budget cut rise again. They assert that the present administration of President Benigno S. Aquino III has continued the tradition of his predecessor in slashing the budget allotted for the education sector, and basic social services in general. Is this true as is there really a budget cut? Or is there merely a blind analysis of the proposed budget? Policy Basis for Financing The rationale on how the government makes its budget for SUCs stems from a number of recommendations and laws. One of the most integrative recommendations of recent years was the report of the Congressional Commission on Education (EDCOM). The EDCOM provided for the overall assessment of POLICY GUIDELINE SALIENT FEATURES the education system Congressional Commission on Adopt a formula for determining shares and proposed of the tertiary education in the over-all administrative actions Education Report (1991) available and anticipated resources. on how to improve Republic Act No. 7722 or Higher education managed under education. ...When making budget cuts or cutting cost in business it can be a very emotional and difficult task because in most cases it means informing employees that their position in the business is being closed. Cutting salaries and associated cost can cut out a major portion of the organization’s operating cost. Here is a case where Dr. Stephanie White, the Chief Administrator of the Uptown Clinic, is working on reducing the company budget for next year. Dr. Stephanie White needs make at least $94,000 in budget cuts but she needs to do this without effecting the operation of the organization. Here are three scenarios for Dr. Stephanie White to consider when making her budget decisions for the organization. Scenario 1 In scenario one Dr. Stephanie White can reduce the budget by the minimum of $94,000. This is accomplished by the removal of one secretarial position, and two social worker positions; as well as reducing cost in other operating areas, such as cutting the custodial and security vendor contracts by only $1,000 each. Also by reducing the advertisement and promotion area to nearly half for next year, will allow Dr. Stephanie White to reduce her organizations cost by the $94,000 minimum. ... There is something seriously wrong with this picture. Another perfect example a brain surgeon, and scientist making less salary than a baseball player and yet they save lives, and find cures. Many become angry at the mere thought of the homeless, disabled, and mentally ill leaving on the streets, and yet it seems the one program that helps the lower-income bracket Americans is the one program that keeps receiving budget cuts, restraints, and reduction in services. Affect of Budget Cuts According to Curry (2013), “The new health reform is said to bring “massive automatic cuts” and “deep indiscriminate cuts” too so many departments and programs it is a wonder doctors or organizations can provide proper care, and service (p. 1). Of course, like many county clinics budget cuts did not discriminate against Clair County Clinic Medicaid clients who will see a 15% budget cut in the services and programs that Medicaid offer. This average size clinic provides service and care to a large volume of Medicaid patients. The constant budget cuts and restraints are leaving...

...Mona Lotfi 1. I understand that there are some people who are skeptical of these programs and believe that the cost versus the final result is not worth it but there should definitely be correctional programs in the Folsom State Prison. I think that politicians are all narrowed headed and only take into consideration the financial risks of these correctional programs. The three programs I believe should be implemented into the Folsom State are education (GED), Counseling/ treatment, and vocational/ trade work skills. The job skills vocational/ trade work program has been proven to work. As stated in the power points, “ Among the various forms of rehabilitative programs interventions which help the individual secure meaningful employment will be the most successful.” These programs are proven to work for many reasons. They keep the inmates busy while in jail, teaches them to be productive in and out of prison as well as helps them be able to ease into becoming a citizen of society upon release by having real world skills that they can use to be financially secure. These skills gained to obtain a job upon release prevent recidivism because it prevents the offenders from having to go back out and commit crimes in order to survive financially. I also believe counseling and treatment program should be implemented. As discussed by some of the offenders in the video it is important as well as helpful for them to understand and discuss the underlying reason as to why they’ve committed...

...On behalf of millions of environmental supporters and concerned citizens. I am writing to express my strong opposition for any budget cuts proposed to the U.S. Environmental Protection Agency (EPA). Currently as the new EPA administrator, Mr. Pruitt has raised some controversy. He has repeatedly sued the EPA and argued that it should have little or no role in protecting Americans’ health and well-being from air and water pollution. It is now hard to believe that a person who has made these remarks are now so dedicated to supporting the EPA’s cause. As a result I want to share my thoughts on why it is such a necessity to reject any cuts proposed. The EPA is a very important part of America’s wellbeing. The EPA is responsible for protecting...

...Teo 1 Charles Teo 29 March 2012 Budget Cuts In Education of United States On February 14, 2011, Jackie Calmes reports that President Obama proposed to reduce spending with added revenue to recover $1.1 trillion or 10% of the deficits within 10 years timeframe (1). The new budget cut has certainly impacted the entire nation in all kinds of ways. “Out of the 47 States with newly enacted budgets, 38 or more states are making deep, identifiable cuts in K-12 education, higher education, health care or other key areas in the budget for fiscal year 2012” (Williams, Leachman, and Johnson 1). Over the years, more and more children are enrolled in public schools, and more students have furthered their education in universities. Even so, Williams, Leachman, and Johnson identify that many universities in most states have no choice but to cut down their budget and spend less on their services in 2012 than before (1). In Louisiana, what the budget cut has done is that, due to severe budget cuts, Louisiana’s governor Bobby Jindal plans to slash approximately 10 percent from budget of higher education, not forgetting that the proposed cut comes atop the $350 million that was already slashed from the higher education budget over the last two years (Hall 1). Such a decision will not only affect the universities but also increase the burden of the students and their families. As all should know, education is important to everyone now because it gives not only essential knowledge but also a promised...

...The effects of IRS budget cuts In recent years the Internal Revenue Service has faced a significant cut in funds. This has caused a decrease in staff for the IRS and obviously a decrease ins services provided. Thus these budget cuts have greatly decreased the effectiveness of the IRS and how much tax revenue they collect for the federal government. The IRS has faced significant cuts since 2010. Currently for 2016 the IRS has been appropriated $11.2 billion. This is down from 2010 where the IRS was appropriated $13.6 billion, a 17% cut, inflation adjusted. The inflation unadjusted funding for the IRS this year is $900 million which is 8% below the 2010 budget. There has been an additional $290 million appropriated by Congress to the...

...Cost Cutting: How to Do It Right In the magazine article published in Fortune, written by Ronald Henkoff, focuses on the past present and future of cost cutting. At the time the article was published the “Nineties” had just begun. Businesses had cut cost the past decade and were projected to continue slashing the workforce. Different businesses chose different approaches to why they chose to downsize employees. However, companies that cut the workforce to save on cost noticed that they could never seem to cut cost enough. Corporations noticed downsizing only led to more downsizing. The initial benefits of payroll cuts seem to still net zero change due to other issues caused by downsizing within the company. This vicious cycle was neither solving company budget issues nor leaving surviving employees content. Budget cuts in the past and present were not going to solve the issues. Something needed to change heading toward the future. Indeed corporate America at the time was overstaffed and overmanaged, and downsizing was inevitable. However, the process of downsizing needed to change. The article mentions several successful companies during this time knew the cost cutting process had to change and were accomplishing it. These successful cost cutting businesses understood that downsizing not only effected the individual, but the company as a whole. Downsizing affects the whole quality of decision making. Employees are always looking over their shoulders. Managers and executives...

...time to prepare the roads. Then, there is also the fact that because we so rarely get this sort of weather, the state cut the budget for salting the roads, and no longer has funds available for salting the roads. There were a few school busses, that upon early release, skidded and had accidents, and a number of children were injured as a result. Other than these bitter cold temps, which have also kept dad and I both pretty much bedridden with pain, we’re doing well overall. Darlys is a distance runner on the varsity team, as a freshman, Desirey, with her new IEP in place is doing much better in school, although she is still being bullied and pushed down the stairs and gym bleachers daily. I look forward to hearing how each of you are doing! Love always, Jody Ann Dear sir or madam, Address this letter to a city department, like the street department, or public works. It is with great concern that I am writing to you. With the recent changes to our state budget cutting or at the very least reducing our funds for salting the roads during times we have ice/snow our children’s safety in particular, is at risk. It has come to my attention numerous school busses have been involved in accidents, which resulted in children being injured. Considering that our children will be affected by these same cuts to their education, truly need to reconsider all the budget cuts, and put our kid’s safety and education as top...

...box, ‘cuts to food stamps’, this is just one of the many article that the search engine provided. This article helps to explain what the cuts will do to families. I’m going to show that the cuts the government is making in the food stamps program, will hurt many families. These cuts can range anywhere from 11 dollars, to 36 dollars, per family, per month! “The 2009 Recovery Act’s temporary boost to Supplemental Nutrition Assistance Program (SNAP) benefits is scheduled to end on November 1, 2013, resulting in a benefit cut for every SNAP household. For families of three, the cut will be $29 a month — a total of $319 for November 2013 through September 2014, the remaining months of fiscal year 2014.[2] That’s a serious loss, especially in light of the very low amount of basic SNAP benefits. Without the Recovery Act’s boost, SNAP benefits will average less than $1.40 per person per meal in 2014. (See Table 2 for estimates of the size of the SNAP cut in each state in fiscal year 2014.) Nationally, the total cut is estimated to be $5 billion in fiscal year 2014. It seems unlikely that Congress will enact legislation to remedy this problem, as President Obama and some members of Congress have proposed. Consequently, states need to prepare for the benefit cuts — including determining how they will provide information about the upcoming benefit reduction to participating households and other stakeholders as well as how to manage increased client inquiries when the cut takes...

...beautiful assistant and then proceeds to shove her into a box, pull out a saw, and cut her in half in front of the entire audience. Some people call it magic, I will tell you the secret behind this mystifying stunt. The first thing the magician does is introduce the set, there is a large box sitting on a platform and his assistant. The magician opens the box, his assistant climbs in and all that is showing is her head, her feet and maybe even her legs. The magician then continues to close the box and turn to the audience. Now what you don’t know is that in the platform under the box there is another assistant that the audience doesn't know about. So when the magician turns to the audience he will then preform some mumbo jumbo magic stuff like saying some words or waving a wand. Then he will casually block the first assistants feet from view by either blocking it with another miscellaneous prop for a moment or by rotating the box, this gives his first assistant enough time to pull her feet in and the second assistant to poke her feet out, wearing the same shoes of course, the magician then grabs the saw blade and makes a cutting motion through a pre cut line in the box. Then the magician will split the box in half revealing the middle and amazing the audience even more. Then he closes the box does whatever he does to cover the legs and then opens up the box to show that he did not actually in fact cut his assistant in half. The crowd then cheers out of amazement and the magician...

...Human resource management LabCo, a large construction-contracting firm, is faced with the decision of switching from the percentage of completion method to the completed contract method for one of its contracts with one of its customers, Halibut. The contract called for a six-axis laser, cutting machine that would be used to cut aircraft wings for fighter jets that would be sold by Halibut to a large government buyer. LabCo realized that this would be a unique arrangement that would require a lot of specifications, however, based on its experience with similar contracts and with working with Halibut before, LabCo decided that the percentage of completion would be appropriate for this contract. As this project progressed, LabCo encountered many problems. Their chief financial officer finally decided that the amount to be estimated for this contract could no longer be reliably estimated, and that the percentage of completion method would no longer be the appropriate method for recognizing revenue. LabCo’s accounting policy for the revenue treatment of its contracts is quite reasonable. First of all, LabCo’s business primarily involves the design and manufacture of large industrial-sized machinery and tooling that is used by its customers in manufacturing parts and components for fighter jets, transport planes, and other aerospace-related machinery and equipment which falls under the contracts covered in ASC 605-35-15-2,3. ASC 605-35-15-2 covers contracts as “binding agreements...

...are basically digging for information about the problem going on and you try to find results by using the internet, books or any source to get your answers. There will be results maybe through testing or charts will appear from studies to support the answers. A non-scientific inquiry is one that does not use a systematic collection of evidence or one that tries to find answers to questions about things other than the natural world/universe, such as beliefs. An example of everyday assumption is gender or stereotyping of what you see that what you assume this more like expectations. If women are mowing the lawn there is going to be a man that will approach you and tell you how to do things properly or what to wear in order to for you to cut the grass right. The answers will come to you without seeking them, just because she is a women it doesn’t mean that she don’t know what’s she doing it is just an assumption because of her gender. The cutting of a lawn is supposed to be a man’s job so they feel they need to say something about it. But all of this is not...
