A prolific scientist, named Dr. Carlo Croce, is emerging in the area of cancer research, which is sometimes called the “dark matter” of the human genome. Dr. Croce has turned his decades-long pursuit of cancer remedies into a research empire. He has been the recipient of over $86 million in federal grants. He has also earned more than 60 awards. Some accusations have stated that Dr. Croce overstated his expansive claims for therapeutic promise and that his laboratory is focused on creating more papers than on carefully assessing the data from their experiments. Miligram's papers raised questions about a humans capacity for evil. The experiment showed that any of us were capable of causing harm to another on command, without regard for the pain caused. An Australian journalist and psychologist, Gina Perry, began writing a book to try give a respectful view of Dr. Milgram; however, after conducting research, she became appalled at the way the subjects were treated and the sloppiness of the research. Milgram’s research concluded that sixty-five percent of subjects kept turing up the electricity to the highest voltage. Miligram filmed several subjects over the last few days of the experiments for a documentary, “Obedience.” Miligram’s fame did not help his academic career. Harvard chose not to give him tenure and denied follow-up funding for his work. He taught at the Curt University of New York up until his death in 1984. That applies as long as it does not interfere with the “design, outlines, or guidelines of actual research of experimentation.” The Animal Welfare Act only covers mammals. The Farm Security Act of 2002 excludes purpose-bred birds, rats, and much from regulations. The Animal Welfare Act requires that institutions using the covered species maintain an Institutional Animal Care and Use Committee. Researchers must consult with a veterinarian for each procedure that might cause more than monetary pain or distress to the animals. An IACUC must have a minimum of three members qualifies to regulate animal care at that institution. It must include a veterinarian, who has training or experience with experimental animals. The veterinarian must have no other relation with the institution, aside from the IACUC. A scientist with experience with experimental animals must be on the committee, as well as a nonscientist.
