The Looting of Bell
Signs of Bad Leadership
The looting of Bell, California case study identified several signs of bad leadership. The main issue is the misappropriation of funds. The city manager, Robert Rizzo, maintained nearly unlimited control of the city’s finances, which shows an ineffective internal control system. Moreover, Rizzo was able to convince friends and part-time city council members to participate in unethical acts by allocating city contract to his friends, and paying others for their silence. In addition, Rizzo is in line to receive the highest pension of any official in California-$600,000 a year, an estimated $30 million over the course of his lifetime (Johnson, 2012, p. 266). This means that after he meets the requirements for any charges he is facing, he will still be able to maintain a lifestyle that surpasses those from the city in which he severed.

In the case of the looting of Bell, I believe the residents should have taking the time to determine why they were being charged additional fees for things such as sewer, trash, and recycling. Furthermore, I believe that the immigration status of the residents should be addressed on an individual basis and they should rectify the issue so that they are able to participate in the issues that directly affect them. Although the city officials where unethical in their acts, it is the responsibility of the residents to ensure these issue are bought to the attention of the State or a governing authority to implement

In summary, Robert Rizzo is an intemperate, callous, corrupt, and insular bad leader. He is intemperate, “lacking self-control and enabled by followers who don’t want to intervene or can’t, (Johnson, 2012, p. 248) because he didn’t know when to stop; he just kept taking and taking from the city. Rizzo started with writing his own employment contracts, giving himself raises and falsifying documents to hide salary information. Then, he was awarding city contracts to his friends and making unauthorized loans to himself and other city officials. Last, but certainly not the least, even after he was removed from office, and taken away in handcuffs, “Rizzo is in line to receive the highest pension of any official in California” (Johnson, 2012, p. 266). Rizzo was callous, uncaring about the needs of his followers (p. 248) and corrupt, lied cheated, and stole (p. 249) from the city and the city’s occupants. Interestingly enough, the people within Rizzo’s circle were insular, a clear boundary between the welfare of his immediate group and that of the outsiders (p. 249).
