...The goal of the Child Support Program is to combine these federal and state responsibilities and activities into an efficient machine that provides seven basic products: locating the absent parent, establishing paternity, establishing child support orders, reviewing and modifying orders, collecting and distributing support, promoting medical support, and enforcing child support across state lines. Each of these services deserves extensive discussion. Congress took additional action to improve paternity establishment in the Omnibus Budget Reconciliation Act of 1993. The Family Support Act require states to review guidelines at least once every four years and have procedures for review and adjustments of orders, consistent with a plan indicating how and when child support orders are to be reviewed and adjusted. On October 16, 1985, The Office of Child Support Enforcement (OCSE) published regulations amending previous regulations and implementing section sixteen of public law 98-378. The 1975 Child Support require states to cooperate with other states in establishing paternity, locating absent parents, and securing compliance with court orders. The Alabama Child Support Enforcement Program (ACSEP) is a federal state and local partnership designed to get your child the financial and medical support he or she deserves. The program can assist in paternity establishment, location of parent, obtaining an order for child support, enforcement and collection of support. The ACSEP goals...

...RUNNING HEADER: SOCIAL HISTORY OF CHILD SUPPORT Abstract A key component of welfare reform involves changes in the assumptions about human behavior which are embedded in social policies. Policy assumptions have been transformed from forcing a belief that social service providers act as guardians, to a stance in which all participants are regarded as self-seeking cons. These ideas are particularly pertinent to policy developments concerning financial obligations for children, and this paper examines these issues in relation to child support policy in the US. It highlights the evident and inevitable failure of this policy to meet its primary stated aim of revenue generation. In the US this failure is compounded by the creation of parallel systems for dealing with children and families, one for financial obligations and the other for care and development, which are founded on downward opposed assumptions about human behavior and capabilities. ...SHOULD THE ABSENT PARENT PAY CHILD SUPPORT?? Shakira Gibson Week 10 Mrs. Fergie Tuesday C Did you know that there is over $100 Billion in accumulated unpaid support owed to over 18 million children in the United States, according to the Federal Office of Child Support in the Preliminary Statistics in 2003 (streetdirectory.com, 1). Introducing my body paragraphs, I will be addressing why absent parents should pay child support, the effects of the children, and the struggles of a single parent. If the parent is present or not they should support their child/children. The government currently spends $500 million dollars per year chasing payments from absent parents, of whom 95 per cent are fathers (Rowena Mason, Telegraph July 13, 2012).If you are not taking the necessary precautions to prevent from bringing a child into the world, then by every means necessary you should help contribute to the care of that child. There is no excuse as to why you cannot get a job or a hustle to help out. I know that some people have ego's the size of a globe or their pride gets in the way of them getting a job at a restaurant, grocery store, mall and etc. However, when you bring a child into the world all of that should be put aside to help with the financial support of your child. The child did not ask to be here, you made the choice to bare responsibility for that child. If both parents are doing what...

...When planning activities for young children it is important to have an understanding of the way a child develops. Without knowing it any activities planned will not have any benefits to the child and the way they're developing. The five different elements of a child's development are: social, physical, intellectual, creative, and emotional. Social development refers to the child learning the skills and knowledge they need to successfully and effectively interact in positive ways to their peers and family. Children can learn these skills through observing the people around them like their peers, adults, and family members. The things that influence children the most socially are the people and environments they are in most often, like their home and their parents/carers, and their school and teachers. Some things to do that encourage social development would be to make sure the child has lots of opportunities to interact with and play cooperative games with other children of various ages. Having toys such as stuffed animals, telephones and make-believe toys would be good to help the child practice social roles. An...

...Abstract Living in a broken home will affect more than fifty percent of children born this year alone as they will have to endure the divorce of their parents before they’re of age ceremony; turning 18. Not only that, but children whom experience such a thing are more than likely to need psychological help. A broken household is the result from one’s parents divorcing, sometimes certain parents to never be seen again or even the start of abuse. The purpose of this study is to provide a systematic review of the evidence-based literature concerning broken homes, illness, behavior and delinquency. It is hoped that this study will inform those studying human development. Keywords: Broken, Home, Relationship, Bonding, Development, Action, Emotion. The Effects of Living in Broken Homes It is time, at last, to speak the truth about broken homes and the how they affect the psychological development of children. Problematic behavior in children up to adulthood goes hand in hand with how they were raised and what setting their childhood took place in. Depression, separation issues, anxiety, relationship problems, disorderly conduct and delinquency or even little emotional reaction could all be factors of living in a broken home. Not only is there a possibility of these actions, but relationships and bonding could also be put to a halt. Children can hardly control their emotions let alone actions upon having little to no structure. As Oxford points out, “it is not the actual break-up...

...Child Support Obligations By Kenneth Smith Family Law For Ms. Pamela Katz Yes, child support obligations should be based on the biological and legal relationship between an adult and a child. I believe that even when the biological father only has sexual intercourse with the child’s mother once and never had any relationship with the mother or child; the individual should have a moral and legal obligation to support the child. According to Blackstone, “The duty of parents to provide for the maintenance of their children is a principle of natural law; an obligation laid on them into the world; for they would be in the highest manner injurious to their issue, if they only gave their children life, that they might afterwards see them perish. By begetting them, therefore, they have entered into a voluntary obligation, to endeavor, as far as in them lies, that life which they have bestowed shall be supported and preserved. Thus the children will have a perfect right of receiving maintenance from their parents, Blackstone, P.447.” By engaging in a sexual relationship parents make the voluntary decision to create a life. Therefore, they should be held accountable for the maintenance of that life. In my opinion it is immoral and unethical to have a child outside of a marriage. However, if a person chooses to engage in sexual intercourse and as a result conceive a child, then they run the chance of having a kid and...

...The modifications to family law beginning in the 1960s affected not only the laws of spousal support but that of child support as well. As the rate of divorce increased and single-parent families became more common, child support became a serious issue, especially as “more than 60 percent of single-female-parent families [live in poverty]” (Boyd, 2011, p. 234). This demonstrates the priority of child support payments in the age of single-parent families in order to allow the primary caregiver and the children a chance to be financially successful. However, dealing with child support can be challenging for judges as there are many factors to take into consideration. For example, in the case of Bain v. Bain [2008], the judge had to determine...

...decisions on child custody cases dealing with same sex parents have to update themselves with the new laws dealing with same sex relationships. Some judges end up getting their cases overturned if they are not attentive to the new laws. Invitro also has had some complications with the rights of the parents. In all the children’s welfare is the most important thing in these situations. Same sex parents have equal parental rights as the standard male and female parents. After they split and have a child or children involved they can end up having a custody battle. Judges have to be very careful and be very educated on this matter in order not to end having their judgment overturned because they simply violated the other parent’s constitutional rights. This happened in a case I read about dealing with a same sex couple that split up and had a child. The partner of a lesbian birth mother in a civil partnership can now be considered in law to be the child's second parent, if the child was born after 6 April 2009, and can be named on the child's birth certificate (http://www.bionews.org.uk/page_116900.asp). The male sperm donor did not want to be involved at all. This just left the two ladies battling it out for parental rights. The female that carried the child thought she had all the legal rights as the parent but it played out differently. The court ruled that the female that was the egg donor had equal parental rights. They are still working out the visitation and child support kinks...

...Child Support collection positively affects family relationships and increases the involvement of noncustodial parents in children’s lives (National Conference of State Legislature). Chicago Policy Review states, “ A recent study shows that these programs negatively impact low-income families. In the article Journal of Policy Analysis and Management, authors explore how accumulating debt tied to childbirth costs negatively impacts the father’s employment status and child support payments owed. Employed fathers typically make larger child support payments than unemployed fathers because of the formers’ earnings from work (Chicago Policy Review). If there is a custody order from the court that contains a detailed shared parenting plan, and that...

...Child support is Personal responsibility to the parties involved! Kids are not given the ability to choose their biological parents, where as the parents are given the ability to choose their partner. The child suffers from a parent choosing to neglect their responsibility. A continuing pattern of this eventually saturates the society in a negative way. I feel it is a man’s obligation to pay child support In my prospective of guys taking the role of fathering their offspring, it is beneficial to both child and father. Stringing a man along that does not assume the role voluntarily, with a monetary obligation, can encourage the role to manifest in that man as well as keep him in the picture of the child’s life. He can experience how good it feels to be a father and all its joy. Sperm donors have criteria they have to meet to be approved to donate. Examples of criteria are good college grade point averages, healthy genetics...

Scott, and his personal experience story. This introduction, off the bat, gave the backup support that the author’s argument was built on. Mr. Robles gives this case to express how even with a sense of responsibility is not enough to keep up with the unreasonable laws of Child Support. In the personal case of Walter L.
