The city of Kelsey prides itself on history, controlled growth and being aesthetically pleasing. City managers have contracted what they describe as “top builders” to erect commercial and residential properties. Kelsey’s founders witnessed and preserved the rolling hill views, nearby pristine lake, and fields for agriculture. As the population swells to over 600,000, city planners work to preserve the old fashioned, small town feel of Kelsey.
People living in Kelsey can appreciate the agriculture history and preservation manifested by the organic gardens throughout the city. Agriculture also serves as a symbol for work ethic and self-sustainability which is a community value. Business thrives throughout the city as residents work in a similar fashion to their city forefathers. Support and services are offered throughout the city, however each unit is budgeted and strictly monitored to avoid deficits and long term debt. City employees, such as policeman and firefighters, recently increased their contributions to their healthcare and retirement benefits to help the city remain financially strong (2013). Each resident is equally responsible for funding the city via a consumption or sales tax.
Kelsey has also preserved a portion of the downtown area, and labeled it “historic.” Although population has risen, the city and residents value the small town attractiveness of Kelsey. A benefit of residents working to preserve the small town nature is the extensive parks and rec and other city organizations networking and connecting residents with one another. The combination of natural recreational sources (river and lake), and planned events keep individuals connected with one another. This helps create an appreciation therefore inspiring residents to keep Kelsey functioning, clean, and preserved. A combination of law enforcement and freedom for all is another value of Kelsey. The city boasts clean, state of the art law enforcement facilities. This is an example of the citizens desiring a town free from riffraff, but respects the rights of everyone and believes in due process. Other cities may only value peace through strength and let their law enforcement facilities deteriorate with cruel and harsh rehabilitation programs for offenders. Kelsey does not value law enforcement through that medium.
As a member of Kelsey, I define social responsibility as provident living. The city government has preserved the symbol of work throughout the community, and kept the city budget from obtaining long term deficits and debt. If the city can provide basic services with high quality, and preserve the aesthetic beauty of the city while remaining finically solvent, then it is up to the individual to be self-sufficient. The city has adopted the honor system for removing free riders.
