President Jimmy Carter made FEMA in April 1979 with an official request that joined a patch­work of more than 100 government projects and associations tending to the diverse stages and sorts of national crises. The new office ingested the Federal Insurance Administration, the National Fire Prevention and Control Administration, the National Weather Service Community Preparedness Program, the Integrated Hazard Information System regulated by the Department of Commerce's National Oceanic and Atmospheric Administra­tion, the General Services Administration's Federal Preparedness Agency, the Department of Housing and Urban Development's Federal Disaster Assis­tance Administration, the Department of Defense Civil Preparedness Agency, and a few elements from the Department of Health and Human Services.
