In railroad freight transportation, shipments are consolidated to benefit from economies of scale. Railroad classification yards, also called shunting yards, play an important role as consolidation nodes in rail freight networks. At classification yards, inbound trains are disassembled and the railcars are sorted blocks. Through this procedure, railcars can be routed through the network in a series of blocks moving on trains in such a way that every destination pair can be served while avoiding a large number of end-to-end connections. Due to the complexity of terminal operations, computer simulation offers a flexible and credible technique to identify more opportunities for yard performance improvements. However, the use of simulation technique to model terminal operations is not a common practice in freight railroads. Finally, each type has a particular way of annoying every other patron at the same location. The first type of gas purchaser is Leisure Lou. He can be identified immediately by his appearance. He drives a station wagon with wooden side panels and a bumper sticker that tells the world that he is retired. His Hawaiian print shirt captures everyone's attention. He wears Bermuda shorts and black socks with sandals. On his head sits a fly fisherman's hat which is his obvious display of a continuous state of leisure. His pumping technique also sets him apart from the normal crowd. When he parks his car, he stops at the first pump, preventing the use of the pump in front of him. He always pays for his gas in advance, so that the attendant can preset the pump and he will not have to worry about stopping the pump himself. While “urban” is often specifically defined, “rural” is treated simply as a residual category. The criteria defining urban also differ from country to country. This paper argues that these rural and urban statistical categories are also highly significant for local governance, increasingly so in recent years given the emphasis on local governance and its restructuring. In India, constitutional amendments have given constitutional status to local bodies in the federal structure of the country. Local bodies are thus now expected to draw up their own plans and initiate development works, which requires them to generate their own resources and lessen their dependence on central government funding. It is thus necessary to reorganise urban space into viable spatial units in terms of their revenue base. While rural-urban classification is the task of the Census of India, state governments are responsible for granting municipal status to urban centres.
