Drug Testing: The Aid to Improving Our Welfare System

Introduction
Attention-getting remarks: Every single one of us in this class will one day have a job, and with that job we will be required to pay taxes. Have you ever thought about where the taxes we pay goes to and whether or not it’s going towards a helpful and productive cause?
Thesis: Today we will break down the pros and cons of enforcing welfare recipients to be drug tested.
Preview: Our group will inform you all about what welfare actually is, as well as reasons as to why some people believe it is a violation of their rights to be drug tested in order to receive welfare. More importantly, you will hear the opposing side of this issue, which is in favor of drug testing, along with reasons we believe it will benefit the welfare system.

(First let’s get a better understanding of what welfare actually is.)

Body

I. Usually when one hears the word welfare, he thinks of public assistance.

A. According to the welfare info website, welfare can also be characterized as a financial assistance to needy individuals, which is supplied through the taxes paid by the working society.

1. It also improves the quality of life and standards of living for the poor. II. Now that we all understand what welfare is, let’s look at the pros and cons of enforcing drug testing to receive this assistance.

A. As said by Florida’s Governor Rick Scott, “the most important benefit to this is that it would show that we do not want to waste tax dollars, as well as give people an incentive not to use drugs.” (Drug testing for welfare recipients pros and cons)

B. A major benefit of requiring financial aid recipients to pass a drug test is that it would help people to stay clean. This would allow one to be able to spend more time either going to school or looking for a better job that pays more than one’s welfare assistance, which in turn will reduce one’s need for this cash aid. C. According to the website Drug Testing in Child Welfare, another benefit is that drug testing welfare parents would be one way to keep an eye on the children’s safety. If the welfare recipient were found to be on drugs, the welfare benefits would be given to another family member for the care of the child. Also, the parent who failed the drug test would be able to receive the help and assistance he needs to become and remain clean.

D. There are many pros we have discussed in favor of drug testing; however, there are some arguments against drug testing as well.

E. The first argument comes from the constitutional viewpoint. The ACLU organization claims that the fourth amendment protects all citizens from being searched without a probable cause.

F. The second con as stated in the USA today is that drug testing is inconsistent. There are four common ways that a person can be tested for use of drugs either through saliva, urine, hair, or blood tests. As with all tests, there are circumstances where results are not always correct. There are many things that can cause a failed test, such as types of food or even different prescription drugs can make a drug result turn positive. (Now let’s take a look at how we can reach a solution to this controversy.) III. Solutions to this controversy are fairly simple. Welfare recipients need to understand how drug testing is not an uncommon thing, and that this test would be costless to these individuals. A. The first solution to this controversy that doesn’t allow these anti-drug testing arguments to stand up comes from Michaels house website. It claims that most jobs these days require random and mandatory drug tests throughout the course of one’s career, not only at the time of applying. Therefore, those who argue against drug testing welfare recipients need to realize that they too should have to take a drug test in order to be eligible to receive these privileges. (michaelshouse) B. Many welfare recipients claim that paying to take this test would cost them money that they would otherwise not have to spend. The second solution clears this issue up. According to Yahoo voices, welfare recipients would have to pay for their own drug tests that would average around $30; however, if one passes their test they would be reimbursed that amount. So, this declares that other than taking a few seconds out of his or her day to prove that one is drug free, this test should not be an inconvenience to anyone. C. One of the biggest questions is if these drug tests will actually save money? According to Jonathon Walters of the governing website, “The way to save money for this bill is to develop screening mechanisms that guarantee only drug abusers to be tested.” Also, he claims that the services such as rehab that the government is paying for needs to actually work and keep people clean. a. Statistics claim that it may cost more trying to catch these drug abusers than it is not passing this bill. However, there is evidence that drug testing will restrain participation in public welfare. The reason we know this, says Walters, is because in jurisdictions that require food stamp recipients to be finger printed, the participation for this benefit is significantly lower than ones that don’t fingerprint. b. Another answer to this comes from Pennsylvania, where they are experimenting with random testing. They test only the welfare recipients who have been convicted of a felony in the past five years. This could minimize the costs and lead to a more efficient way of testing these recipients. (governing.com) (Now lets view what our actual stance on the issue is.) IV. Our stance on this issue is in favor of passing drug tests to get Welfare assistance. A. Here are some of the views we support that many others believe are true as well. 1. Ellen Brandom, a republican state representative in Missouri and Florida’s governor, Rick Scott, both believe that drug testing is the right thing to do. Ellen Brandom claims something that makes a lot of sense; she states that working people work extremely hard to care for their family, and it is just not fair to them that these people’s tax dollars go to support illegal substances. a. Another important figure who believes that drug testing should be enforced for welfare recipients is Republican presidential candidate Mitt Romney. He claims that it would be an excellent idea to enforce. He declared it would ensure that welfare recipients are not using these benefits for illegal drugs.(thinkprogress)

2. Drug use will keep people from being productive members of society. By allowing people to keep receiving this financial aid without being tested, we are enabling many to remain unsuccessful and addicted to drugs. 3. Overall, in governing website by Allan Greenblatt, sponsors of this bill claim that though cost saving is great, this bill is more than that-it is also a big part of changing people’s behaviors. a. Also, all of the payments we have been wasting on drug abusers can be available for the truly needy says Oklahoma state representative. We believe that if the working class is required to pass drug tests and pay taxes that goes to welfare recipients, then welfare recipients owe it to the working class as well as themselves to get drug tested and stay clean.
