"The people who do not remember their history has no future!" Said one of the greats. But we do not listen to the wise thoughts, so all that is happening in the world now, already happened once. But instead of learning from the past, we are trying to change it in the textbooks. For history, though, and does not tolerate the conventions of the "if ...", but it is vulnerable to those who try to twist it "for themselves."

And many do not understand why you need to study history, which tries to impose on us the position of those who are in power, which is trying to highlight key points and hang tags? How could the student to form a view on historical events and characters, if the textbook is pushing him to believe that good Ivanov and A. Petrov - bad?

Why do we need to study the history of their country, which is thoroughly "rubbed" eraser? And even today claim that all the mysteries has been solved, but prominent archivists and historians a skeptical grin in response, saying that even a tenth part of the archives of recent years still gathering dust classified as "Top Secret"?

But still, the question "Why study history?" The answer is: then, to analyze the errors of the great failures and acquire invaluable experience wise rulers to assert their independence, and win the battle in the political arena, the obvious example to see what result the wrong decisions and estimate the cost in human lives of victory

...Essay Colonial policy of the Russian government in Kazakhstan Prepared by: Zhunisov Arnur Manamement 117 Preparation of resettlement of Russian and Ukrainian peasants in Kazakhstan. Completion of the conquest of Kazakhstan coincided with bourgeois reforms in Russia in the mid XIX century. The abolition of serfdom did not solve the agrarian problem. Peasant unrest continued. In these circumstances, the Government has taken steps to divert farmers from the revolutionary movement. One of them - to activate the resettlement policy. Relocation of the peasantry on the eastern edge not only allowed the land hunger in the central provinces of Russia, but also to create in their face support the Government's new place. Therefore, the tsarist government in the mid 60-ies of XIX century. transferred from the military Cossack colonization to mass. On the ground, prepared measures to colonization of the Kazakh steppe and repopulating it with Russian peasants. At the initiative of the military governor of Semirechensk Kolpakovsky in 1868 were developed "Provisional Regulations for the peasant resettlement in the Seven Rivers" acting before 1883. According to "Provisional Regulations" persons determined by a number of benefits: allotment of land of 30 acres per head (male), exemption from taxes and duties of any kind for 15 years, granting a loan of up to 100 rubles.     In 1883, in connection with the transition Semirechensk area in the...

Integration in Central Asia

...than 70 years (1918-1991). The boundaries of modern independent states was clearly identified in this period. The composition of the economic regions of the USSR changed in line with the objectives of improving the management and planning of the economy in order to accelerate and improve the efficiency of social production. It means that the economy of one particular division was narrow directed. For instance, Uzbekistan became the main supplier of cotton in the region. It leaded to the reformation of the irrigation system of Central Asia and great expansion of irrigation canals. As a consequence of short-sighted politics in relations of water, the Aral Sea had experienced numbers of serious problems that are not resolved even till now . Kazakhstan also became a victim of politically repressive Soviet regime with its flour specialization. The economies was severely affected by the collapse of the Soviet Union and the resulting loss of their vast market. However, the Soviet period has also some advantages in the life of Central Asian countries. The realization of the road and railway infrastructure project started its existence when five states were the parts of the USSR. In spite of the fact that the ethnic diversity was disregarded during the Soviet period, the education had big importance and was raised on the higher level. Moreover, as the boundaries of the countries were conditional, there was a free movement of goods and people on the whole territory of the Union. After...

...UNCTAD The United Nations Conference on Trade and Development (UNCTAD) was established in 1964 as a permanent intergovernmental body. UNCTAD is the principal organ of the United Nations General Assembly dealing with trade, investment, and development issues. The organization's goals are to: "maximize the trade, investment and development opportunities of developing countries and assist them in their efforts to integrate into the world economy on an equitable basis." The primary objective of UNCTAD is to formulate policies relating to all aspects of development including trade, aid, transport, finance and technology. The conference ordinarily meets once in four years; the permanent secretariat is in Geneva. One of the principal achievements of UNCTAD has been to conceive and implement the Generalised System of Preferences (GSP). It was argued in UNCTAD that to promote exports of manufactured goods from developing countries, it would be necessary to offer special tariff concessions to such exports. Accepting this argument, the developed countries formulated the GSP scheme under which manufacturers' exports and some agricultural goods from the developing countries enter duty-free or at reduced rates in the developed countries. Since imports of such items from other developed countries are subject to the normal rates of duties, imports of the same items from developing countries would enjoy a competitive advantage. The creation of UNCTAD in 1964 was based on concerns of developing...

The Clash of Civilizations?

...The Clash of Civilizations? by Samuel P. Huntington (SAMUEL P. HUNTINGTON is the Eaton Professor of the Science of Government and Director of the John M. Olin Institute for Strategic Studies at Harvard University. This article is the product of the Olin Institute's project on "The Changing Security Environment and American National Interests”. THE NEXT PATTERN OF CONFLICT WORLD POLITICS IS entering a new phase, and intellectuals have not hesitated to proliferate visions of what it will be -- the end of history, the return of traditional rivalries between nation states, and the decline of the nation state from the conflicting pulls of tribalism and globalism, among others. Each of these visions catches aspects of the emerging reality. Yet they all miss a crucial, indeed a central, aspect of what global politics is likely to be in the coming years. It is my hypothesis that the fundamental source of conflict in this new world will not be primarily ideological or primarily economic. The great divisions among humankind and the dominating source of conflict will be cultural. Nation states will remain the most powerful actors in world affairs, but the principal conflicts of global politics will occur between nations and groups of different civilizations. The clash of civilizations will be the battle lines of the future. Conflict between civilizations will be the latest phase of the evolution of conflict in the modern world. For a century and a half after the emergence of the...

...world politics which is the subject matter of this book. It is, therefore, appropriate that we begin the story with a discussion of the Cold War. The chapter shows how the dominance of two superpowers, the United States of America and the Soviet Union, was central to the Cold War. It tracks the various arenas of the Cold War in different parts of the world. The chapter views the NonAligned Movement (NAM) as a challenge to the dominance of the two superpowers and describes the attempts by the non-aligned countries to establish a New International Economic Order (NIEO) as a means of attaining economic development and political independence. It concludes with an assessment of India’s role in NAM and asks how successful the policy of nonalignment has been in protecting India’s interests. The World in 2008

...EDITOR'S INTRODUCTION Two big events will frame the year ahead: America’s presidential election and the summer Olympic games in Beijing. The race for the White House will be a marathon, from the front-loaded primary season in January and February to the general election in November. The betting is that the winner will be a Democrat—with a strong chance that a Clinton will again be set to succeed a Bush as leader of the free world. China, meanwhile, will hope to use the Olympics to show the world what a splendid giant it has become. It will win the most gold medals, and bask in national pride and the global limelight. But it will also face awkward questions on its repressive politics. America and China will be prime players in the matters that will concentrate minds around the world in 2008. One of these is the world economy, which can no longer depend on America, with its housing and credit woes, to drive growth. America should—just—avoid recession, but it will be China (for the first time the biggest contributor to global growth) along with India and other emerging markets that will shine. Another focus of attention will be climate change. As China replaces America as the world’s biggest producer of greenhouse gases, serious efforts on global warming depend on the serious involvement of those two countries. If 2007 was the year when this rose to the top of the global agenda, in 2008 people will expect action. It is striking that green is a theme that links all the contributions...
