Introduction

Knowing the emergency response plan in a community is very crucial for the residents safety as well as others. Having effective communication in a community crisis can help save lives. There are some safety plans that are put into place for every community that all residents must know and follow. This paper will list the plans and policies that are put in place for my local community. These plans are always available at all times to educate and protect the city residents.
Summary
In my local community the city representatives from the City Hall sends out newsletters and flyers with all local information listed to accommodate all residents. These mailings include current city information as well as important safety updates or information to educate the residents. These mailings also provide the residents with the city website for a complete listing of very valuable and important information that the residents can use. Most important, it lists all of the safety precautions that are used within the city to prepare the city and all of its residents for emergency outbreaks. Some of the safety protocols that are used are the testing of the tornado sirens and the testing of the fire hydrants. Every week on Tuesday mornings at 10:30 a.m. the city tests the tornado sirens. This test lasts for about five minutes and all residents are notified that this is only a test. This is done to make sure the sirens are properly working in the event of a real emergency requiring the city to be notified. The Fire Department does fire hydrant water testing monthly for about nine hours a day. With this particular testing, the city hall sends out communication letters a few days prior to the water testing to let the residents know that there may be some discoloration of the water during the time frame the fire hydrants are tested. This communication also provides tips on what to do in order to correct the problem. The city has also implemented a new system called “Code Red – Emergency Communication Made Easy.” This system is a community notification system for all residents to enroll into not only to ensure a more accurate database, but it also allows the residents and their families to be kept abroad with essential emergency information ("Calumet City", 2012). Prior to this system being implemented there were several challenges with trying to notify residents of emergencies. A lot of residents were unaware of what was going on and what was about to happen which caused a lot of people to panic and worry. This was one of the main problems when Hurricane Katrina hit. There was no communication plan in place to notify the city and state residents know well in advance to take cover. With the communication burrier that we have now, there should be no problem communicating with city residents any problems or concerns that have, will, or are in the process of happening. This new system allows the residents to keep their contact information up-to-date at all times. With the residents being able to keep their home phone number, cell phone number, or even a work phone number updated in the system themselves, there is no way they cannot be notified of emergency situations that were to arise. With residents knowing what is about to occur they are able to be better equipped and prepared for what is to come. It would be totally impossible for the city leaders and/ or the community workers to knock on each resident’s door to notify them of upcoming emergencies. This new system will help keep majority of the residents calm and help keep them from panicking by automatically sending a pre-recorded message or text to all residents informing them of what is happening and to take cover. The only downfall to that is the residents have to take the responsibility of making sure they keep their information up to date at all times because no one knows when mother- nature will take her course. There is also a flood prevention plan that is put into place in my local area. Considering that some residents reside near the Little Calumet River, they have to follow a special flood hazard that will help reduce flood damages ("Calumet City", 2012). The residents that reside in that special flood hazard area receives the flood prevention info yearly which is delineated by the Federal Emergency Management Agency and the Illinois Department of Natural Resources (IDNR). IDNR together with the Office of Water Resources (OWR) is the State of Illinois coordinating agency for the National Flood Insurance Program (NFIP). The NFIP was created by Congress in 1968 to slow ever rising disaster relief costs and to reduce the loss of life and property caused by flooding (www.dnr.illinois.gov). In the state of Illinois there are currently 82 counties, and 770 communities that have adopted a local floodplain ordinance and that participate in the National Flood Insurance Program and my local area is one of those communities ("Illinois Department Of Natural Resources", 2013). Because of my community being a part of this program, the Federal Emergency Management Agency (FEMA) makes flood insurance, disaster assistance, and mitigation grants available to all residents that were affected hard by the storm. Floodplains are areas of low- lying ground next to a river and are formed mainly of river sediments and are subject to flooding (According to The Free Dictionary.com (2013)). Floodplain maps are used to identify areas that are at risk of flooding and are used by communities, planners, builders, lenders, and insurance agents for the same purposes. In my local area, maps are available at the Public Library as well as all other important safety letters that are sent out to the residents. Nearly 50% of the state of Illinois flood prone structures have been mitigated, of which some work still needs to be done in order to continue to reduce the damages caused by floods, which has saved taxpayers millions of dollars every year ("Illinois Department Of Natural Resources", 2013). However, it is important for home owners to still purchase flood insurance because most home owners insurance does not cover floods. This protects you and your family in the long run.
Conclusion
I have been a resident of my community for at least 16 years and I have not yet experienced any flooding problems or issues to where I have not been able to be notified. It is very important that residents take the time to review the local information that is sent to them from their local city hall or to take initiative and look the information up themselves. You cannot continue to rely on televisions, computers, and cell phones to provide you with important emergency information that can save you and your family lives. Knowing what the sirens mean, knowing the area you live in that may be by a river and may require different take cover actions, etc. will help you to better prepare your family for unforeseen emergency situations. If an entire community knew what important actions to take in the event of an emergency more lives can be saved!
