I believe that the liberals and conservatives differ over who should have power because The conservatives were happy with just one person in charge, called a Monarch. At this time the monarch was Louis XVIII. But the Liberals wanted the king to share more power with the legislator, meaning not only one person was in charge, the power was spread out to many people. The people who were more upper class wanted to have a conservative government, but the people of a lower-class wanted to have a legislative government. The people of upper class believed it was right to have a Monarch, while the people in lower class wanted to have many people have a say in what happens in Europe.
In my opinion I believe that the Liberals have the right idea, I think

Political ideologies offer their adherents well organized theories that propose goals for the society and the means by which those goals can be achieved. In December 1871 the prominent Japanese minister Iwakura Tomomi led almost half of the new Meiji government (“the government”) on an embassy around the Western world. Travelling with the ‘Iwakura Embassy’ was Kume Kunitake, a Neo-Confucian scholar and historian. Employed as both Iwakura’s personal secretary and the Embassy’s recorder, Kume along with his assistant Sugiura Kozo (later Hatakeyama Yoshinari) were instructed to record what the Embassy witnessed in the West. The record they produced was to form the basis for Kume’s ‘True Account’ (‘Jikki’) of the Embassy’s ‘Journey of Observations’ (‘Kairan’). Clearly set aside from the Jikki’s narrative in indented sections are Kume’s ‘personal views and observations’ (“Kume’s observations”). Yet these are much more than mere observations. Indeed, before Kume could publish his work he required the approval of Iwakura. While this presumably encouraged Kume to toe the government line, it also gave Iwakura considerable influence over Kume.
