The best way to increase student learning is to use assessment to guide instruction. Comprehensive Assessment Plans (CAPs) are designed to do just that. They are used to assess the school’s or district’s curriculum and instruction, the focus on assessment today and the ramifications if students do not score high enough influence curriculum and instruction in a negative manner. Teachers begin to take shortcuts and focus teaching on what will be on the annual state assessment; this can create some large gaps in a student’s educational foundation. A CAP is focused on increasing student learning and how the school can make the goal a reality. The ideal CAP would focus on increasing student learning and improving teacher practice. This plan needs to be designed to meet the needs of all stakeholders and users from the classroom to the boardroom (Chappuis, Commodore & Stiggins, 2010). Appropriate professional development and training must be made available to teachers. If the teachers are not confident in giving, creating or analyzing assessment results they will not be able to increase student learning. Understanding the difference between assessment of and for learning is paramount (Chappuis, Commodore & Stiggins, 2010). The Cap helps schools create an environment that promotes learning. They have worked to understand the proper use of assessment, even if it requires more personal time and energy at first. Students who attend these schools are prepared to face challenges after high school in whichever career they choose. Every school is capable of making the necessary changes; however until they are ready to dedicate themselves to the task, get the needed training and desire to do so, it will remain out of reach.
