There are essentially five elements of planned change that a criminal justice administrator should be familiar with to effect change in a rational and effective manner. The process of planned change for the criminal justice administrator is essentially the same as any other organization; the five elements are fairly basic. These elements consist of problem analysis, setting goals and objectives, program and policy design, developing an action plan and monitoring and evaluation. (Peak 14) Being familiar with these elements provides a built in checklist for any administrator when faced with hurdles or problems within their area of control.

Problem Analysis is basically the concept of understanding the problem at hand, what the root problem is and who the key players are. According to a 1994 Task Force Report published by the American Society of Criminology, “Meaningful analysis of the social and economic causes of crime and disorder should be conducted to develop a comprehensive approach to dealing with them”. Knowing the problem prevents wasting time and money by avoiding pitfalls associated with blind policy change. (Critical Criminal Justice Issues, 1994, p. 92)

The second element in planned change is setting goals and objectives. For any change to be true and measurable, goals and objectives must be established. That goal could be reducing recidivism in juvenile offenders or even reducing the amount of time cases go to trial. These objectives/goals must be both actionable and measureable for the change to be effective.
The next step in planned change is program and policy design. This is probably the most difficult step in planned change. The policy can be basic or extravagant in design and subject to freedoms allowed the people that are governed by the policy.
