Abstract
This report examines the current state of competitive environment of sugar industry in Pakistan. A Brief history of sugar industry and its operation in Pakistan is initially outlined. The discussion then focuses on key ecological and social responsibility issues. For evaluating the degree to which the issues are being addressed, we have studied the CSR activities from their annual reports of 20 listed companies in sugar industry. It is concluded that CSR issues are not properly addressed and solved. The CSR practices are implemented only by the big mills in the industry. It is suggested that CSR practices should be implemented properly. Technological advancement is also very necessary for improving the capacity of sugar industry.

Introduction to sugar industry in Pakistan
The sugar industry is the 2nd largest agro based industry in Pakistan. Pakistan is an important cane producing country. It is ranked 5th in the world cane acreage and 9th in sugar production. The share of sugar in agriculture and GDP 4.51 % and 0.7 %, respectively. It employs over 1.5 million people.

History
At the time of independence, there were only two sugar factories in Pakistan. The output was not sufficient for meeting the domestic requirements. The country started to import sugar from other countries. The first sugar mill was established at Tando Muhammad Khan in Sindh province in the year 1961. During the year 1997-1998 there were 75 sugar mills in the country. In 2009 /10 Sugar cane is grown on over a million hectares. It provides the raw material for Pakistan’s 87 sugar mills. Sugarcane is an important industrial and cash crop in Pakistan. It produces many valuable by products like, alcohol, ethanol, and bagasse.

Pakistan sugar industry is recognized as uncompetitive in nature. It is mainly due to low sugarcane yield per hectare and low content of sucrose. On the other side, growers claimed that sugar industry is not uncompetitive. They blamed that sugar crisis is artificially created by the mill owners. They are not lifting available sugarcane with twin motives of keeping sugarcane prices below the support prices and reaping abnormal profits.

Key Ecological and social issues in sugar industry

Sugarcane is one of Pakistan’s most important cash crops. This study planned to indentify all the environmental and social issues in sugar industry in Pakistan. Noise is defined as unwanted sound. It is one of the most widespread environmental issues all over the sugar industry. Sugar industry is one of the agro base industries in Pakistan. Heavy machines are operated by workers and huge levels of noise are produced.
Environmental Protection Agency (EPA) Lahore set noise standards for the industrial workers. But each station in sugar mills is producing high noise level than the safe limit of sound.
Drinking water quality is the major priority for health. Hardness of drinking water of most of the mills was giving the alarming figures. High hardness levels of water were causing the kidney and other stomach problems. The weak health of the workers is the clear indication. Most of the workers in different sugar mills in Pakistan are not equipped with safety measures. Due to which many workers get injuries.
It has been observed that no attention has being paid on this very important issue in most sugar mills in Pakistan. It had seen in sugar mills that most of the workers were un-trained at the time of joining the mills. Due to which they get injuries during working hours. It is observed that education and training programs were not running properly for the workers before starting of cane crushing seasons.

One of the other major issue is the wastewater released by a sugar mill is mainly generated in rivers and ponds. The contaminated water is, therefore, seriously harmful to both humans and the aquatic life. Another major issue is Boiler emissions. These emissions are the major source of air pollution in sugar mills. Concentration of harmful gases in the atmosphere could lead to various health hazards and adverse environmental impacts. Hot working environment is major health irritants in sugar mills. . Excessive exposure to harmful gases may cause eye soreness, asthma, and other respiratory diseases. The other social issues facing by sugar industry is unfair treatment of employees. The compensation practices are not equal in sugar industry of Pakistan. The security issue is also a leading issue faced by sugar industry. Improper effluents treatment plants are also major issues faced by sugar industry in Pakistan. Energy conservation is also a leading issue in sugar mills of Pakistan. Most of the Sugar mills are not recycling their by-products. The quality of sugar is not improving in different sugar a mill which is also an important issue. The dealings of owners with smaller sugarcane suppliers are very unfair. In most of sugar mills in Pakistan, there are no policies for workforce welfare. Most of the sugar mills in Pakistan are not disclose their activity which shows their unethical behavior. The transparency practices are too much blurred which is a leading social issue.

Conclusion
The injury of workers in sugar mills resulted in lack of safety measures. There is no proper training and education program. The safety covers are not provided to the vibrating machines. There is excessive noise and vibration of machines parts, poor ventilation and lighting during working hours. There is no facility for the workers to drink clean and pure water. There is no facility of first-aid facility in sensitive areas of sugar mills. In sugar mills of Pakistan workers injuries can be reduced by solving all the problems faced by workers during working position which can also increased the production of industries.
This study also recognized the following conclusion that industrial environment have negative impact on health of workers. Social environment of Sugar Mills affects the
Health of workers and their work performance. Relationships among workers and supervisor are very important in terms of health. Majority of the workers were not satisfied with the behavior of supervisor. The research also concludes that physical environment of industry is badly affecting the health of workers. Physical factors like chemical pollution, noise pollution, air pollution, poor working condition, extreme heat, night shift work, extended working hours and physical work load are associated with the health of workers and are main causes of diseases. Result shows that excessive heat badly effect health of workers and become causes of diseases. This study shows that excessive dust in industry becomes cause of dampness. Physical workload becomes cause of anxiety and tensions for workers. Low wages are also concerned with health of workers. Because workers don’t fulfill their basic needs and have no access to health facilities. Result shows during the different stages of crop production workers are facing problems of accident and injury. Night shift work affects the sleep schedule, eating habit of workers and their family relations.
