Daylight savings time was first conceived by Benjamin Franklin in 1784 when he was in Paris. Evidently, Ben had a lot of “time” to kill in Paris, but his idea went nowhere.
The idea of “Daylight Savings” is essentially moving clocks one hour (or more or less) ahead- essentially “moving an hour of daylight from the morning to the evening.
The first serious effort to save daylight occurred in Britain. London builder William Willett wrote an essay entitled “Waste of Daylight” in 1907- when he noticed during an early morning ride that the blinds on houses were closed-even though the sun was fully risen. Evidently, this waste of time by citizens was more than he could bear.

It was called “Summer Time” and it was designed to save fuel during WW1.There was a storm of opposition- local farmers and the general public hated the new time changes.
In 1925- Parliament set beginning and end dates for summer time, and in WW2 actually put time 2 hours ahead of GMT “called double summer time”. Britain has observed standard time with Daylight savings time ever since. So much for public opinion-gardeners and farmers included.
In America, every city had its own local times. However, railroads in America and Canada began using time “zones” to standardize their schedules. n 1918-Congress passed the Standard Time Act – based on the railroad standard times, and instituted Daylight savings time to conserve fuel during WW1.. The railroads and broadcasting industry constantly had to revise schedules based on local differences (Awww). Bitter disputes developed between farmers and businesses and between indoor and drive-in theaters.
There was much confusion. For instance, travelers had to endure 7 time changes on a 35 mile stretch of highway between Moundsville WV, and Steubenville, Ohio. This confusion may have made the federal government conclude (after a long period) that most citizens-when left to their own devices- cannot manage anything at all on their own-
In 1966, President Lyndon Johnson signed the Uniform Time Act. This created Daylight Savings Time that lasted from the last Sunday in April and ended the last Sunday in October. Time boundaries were established based on “convenience of commerce”.
Even with these guidelines – state legislatures still had the right to change or keep times when they preferred. Hoosiers, being a singularly independent sort of folks literally caught in the middle of middle America - went by their own rules -with parts of the state observing daylight savings- and some not.
