Decisions in Paradise I: Kava Strategic Plan
CPA, Inc. is considering establishing a greater presence in Kava by matching missions and values of the company to the culture of the island and the people.
CPA founder Chris Morales, feels a continual need to upgrade the commitment by building and strengthening global economies that directly impact lives and businesses around the world. The commitment of Chris Morales is reflected in CPA organizational processes, ethical standard, and mission and vision statements.
According to CPA Security Solutions (2008), “The mission of CPA is to stand in distinction as our client's strategic partner for security.” “CPA is wholly dedicated to individually tailored strategies that employ a carefully chosen mix of services and products to create the utility needed and desired by our clients.” “We will build and maintain relationships by delivering solutions.” “At CPA, we understand that our people are the heart of our ability to serve our clients fully and appropriately and to act as good corporate citizens.” “We empower our associates with training, involvement, recognition, reward, respect and advancement opportunities.” “The central core value of the organization is to focus the entire ethical and intellectual capability of the organization on our clients; the focus is achieved through the efforts of our people.” “CPA will continue to lead the industry in providing temporary and permanent security for construction and commercial properties” (para. 1).
Defining the Issues of Kava
The defining issues that Kava faces are largely due to natural disasters and the inability to build on strategic efforts in the recover processes. After natural disasters occur, rebuilding infrastructure and strategic efforts have been hampered due to lack of organization. The lack of organization can be attributed to the large young indigenous population, and numerous indigenous languages spoken on Kava. “Decisions reflect solutions to problems - so before making a decision recognize the issues that need to be addressed” (Langdon, 2001, p. 15). The following lists the observable significant issues and challenges:
• 50% of island population is under the age of 15.
• Numerous indigenous languages spoken.
• Indigenous religions divided between Christian, Buddhist and Islamic.
• Ethnic mix of indigenous tribes.
• Frequent natural disasters that include tsunamis, hurricanes, tornadoes, floods, volcanic and earthquakes.
• High health risk for HIV/AIDS and avian flu.
The dramatic effects of these problems and issues have a profound effect on how disasters are handled in rebuilding and maintaining the infrastructure; and with diverse beliefs, attitudes and ideologies, the task appears overwhelming which is reflective of the island’s landscape.
Problem Formulation
The objectives, goals and criteria of the current team will be to assume a leadership role in regard to the current problems and with ethical understanding of the Kava’s culture.
The leadership team will develop a strategic plan that focuses on training and education of the Kava’s youth population, with emphases on language and communication; with an objective to simulate the economy and cultivate organization between the government, military and local businesses.
The leadership team will use group formation in the decision-making process that includes stakeholders directly impacted by decisions. Tackling multifaceted and difficult strategic issues will include people from heterogeneous, diverse backgrounds and disciplines from the Kava population that can bring various information and knowledge to the decision-making process.
The strategic plan will be a compilation of objectives and goals that is a formulation of the leadership team, Alex and me, and any added staff members that are needed to ensure organizational effectiveness.
During the implementation process, there will be a continual affirmation to all stakeholders by the leadership team and staff of the desire to serve as a greater presence as strategic partner; with a commitment to build a stronger, more unified Kava that is serviced by the strength of one unified division.
“The decision-makers will never leave the point of the decision with-out thinking about the steps necessary to implement the decision successfully” (Langdon, 2001, p. 15). The strategic plan will include the follow steps and areas of development:
• Develop vision and mission statement that closely mirrors the organizational processes of CPA and the local government and communities.
• Develop a human resource team to align with human resource programs and services with local and state governments, communities, faith-based groups and businesses.
• Determine and prioritize training and educational needs by interfacing with local state government officials, military, schools and faith based organizations.
• Monitor demographics of each locality and educational resources.
Timeframe for this strategic plan will include immediate and yearly objectives. Some strategies will require more time that will be monitored by weekly leadership team meetings.
Impact of Decisions
The development and implementation of the strategic plan will provide Kava the tools to help move forward in an area crucial to remaining viable in today’s culturally diverse global economic environment. CPA and the leadership team understands that diversity and the ability to manage differences in values, beliefs and behaviors are a key element in a successful strategic plan, which builds strength in understanding and diversity.
CPA strongly believes in the necessity of training, education and the developed of resources that will strengthen knowledge and understanding of organizational goals and objectives, that is an extension of all employees, volunteers and stakeholders. According to Langdon (2001), the most difficult thing in an organizational structure is linking corporate strategies, with strategies that drive other stakeholders that are consistent with objectives; and the best way to accomplish consistency with objectives is to recognize the impact of strategies on every stakeholder.
