The DepEd handles the overall administrative process of elementary and secondary schools and it also issues Memorandums and Orders on anything related to the management of schools in the whole country. It is authorized to launch nationwide programs which usually aim to improve the conditions of public schools. Its vision is by 2030, DepEd is globally recognized for good governance and for developing functionally-literate and God-loving Filipinos. Furthermore, its mission is to provide quality basic education that is equitably accessible to all and lays the foundation for life-long learning and service for the common good. Education Secretary Armin A. Luistro said the NPF for IPs is in line with the country’s commitment to achieve its Education for All (EFA) targets, and the Millennium Development Goals (MDGs), which are in pursuant to the DepEd Basic Education Sector Reform Agenda (BESRA). Luistro explained through DepEd Order No. 62, Series of 2011, which was received here lately by DepEd Region 9 Director Walter O. Albos, that the NPF was preceded by a consultative and participatory process held in designated venues of Southern Philippines. Albos said the consultations were followed by a national validation workshop where participants affirmed the principles of the draft framework and later recommended the formulation and implementation of an IP basic education program. With kindergarten now mandatory under the K to 12 program, the Department of Education (DepEd) has required preschools and day care centers to comply with the standard requisite age for preschoolers. The preschool age should normally be up to 5 years old only, since by 6 years old a child is expected to be in Grade 1, according to the DepEd. Under Republic Act No. 10157 or the universal public kindergarten program passed last year, the DepEd made one year of kindergarten compulsory and a prerequisite to entering Grade 1. Kindergarten is free to 5-year-olds in the public elementary schools under the K to 12 basic education reform program, which consists of kindergarten, six years of elementary, two years of junior high and two years of senior high school. “Private (pre)schools should follow (the standard),” Education Undersecretary for Programs and Projects Yolanda Quijano said. “Whether they have nursery, kinder 1 or kinder 2 levels, they should now follow [the standard] that kinder is for 5-year-olds and Grade 1 is for 6-year-olds,” she said. The UN was referring to the eight time-bound, concrete and specific goals that 189 world leaders committed to achieving for their nations by 2015 at the UN in September 2000 namely: 1) end extreme poverty and hunger; 2) achieve universal primary education; 3) promote gender equality and empower women; 4) reduce child mortality; 5) improve maternal health; 6) combat HIV/AIDS, malaria and other diseases; 7) ensure environmental sustainability and 8) develop a global partnership for development. Dr. Jacqueline Badcock, UN resident coordinator in the Philippines, underscored that the bigger problem in the education situation is the increasing dropout rate in elementary levels as reported by the National Statistical Coordination Board (NSCB).
