Fearing that Americans were abusing the welfare system by not looking for jobs and having more children, to increase aid, in 1996, President Clinton signed a reform law giving control of welfare. Each state sets guidelines for determining eligibility for welfare benefits. For example, in Virginia, welfare recipients between the ages of five and 18 must attend school regularly. Georgia requires students ages six through 17 to attend school regularly. Common factors that determine benefits include gross income, family size, medical needs, unemployment, homelessness and pregnancy. Each individual or family that receives welfare has a caseworker. Each caseworker determines the benefits the family or individual receives (ehow.com (p1).” With a growing unemployment rate in America. American citizens are focused on survival by any means necessary. Even at the added cost to American tax payers fraud continues to rise across the country. The result of measuring the influence of various design factors on patient outcomes has considerably altered the design of hospitals and other medical facilities over the past several years. Evidence-based design is increasingly focusing on educational facilities and is an emerging influence on the design of schools. Particularly intriguing are studies that correlate certain aspects of learning environments with academic performance. Evidence-based design has also investigated other measurable outcomes including improved student attendance, reduced disciplinary problems, and better faculty retention. With people living longer many families are faced with the task of ensuring that their love ones are placed in nursing homes. According to the Center of Disease Control (CDC) (2012), about 1.5 million Americans live in nursing homes and about 22% of 5.3 million people 85 years of age or older had a nursing home stay in 2006. They go on to say, there are approximately 16,000 nursing homes and about 1.7 million nursing home beds in the United States. While only twelve percent of nursing home residents are between the ages of 64-74, 45% are over 85 years of age. It is estimated that anyone over 65 years of age will have a 43% chance of spending some time in a nursing home (Kemper and Murtaugh, 1991) and about 24 % of these individuals will spend less than a year in residence at a nursing home (CDC, 2012). The key employees of the nursing home that have the most interaction and greatest impact with the residents of nursing homes are the registered nurses (RNs), licensed practical nurses (LPNs), and certified nursing assistants (CNAs). For several years the shortage and turnover rate of nursing home staff has long been a serious problem for multiple nursing homes nationwide (Pillemer, et al., 2008). ...A Translator’s Coming of Age by Omaya Ibrahim Khalifa Through studying the three translations of Shakespeare’s Romeo and Juliet done by Mohammed Enani in 1965, 1986 and 1993 respectively, this study adopts a diachronic approach. In addition to examining the historical dimension, this study attempts to address itself to crucial questions related to the process of translating a literary text. A few of these are: how a translator can approach a given text in three different ways and how each translation changes according to the approach and the methods chosen by the translator. More importantly, the study proposes to discuss the pragmatic conditions governing the act of translation and how far these result in prominent modifications in the relationship between the source and target texts. The first part of this study discusses the problem or problems which confront a translator attempting to transpose Shakespeare’s Romeo and Juliet into Arabic, and the second analyses the three translations and how each deals with the problems discussed. Mohammed Enani, in his introduction to his third translation of Romeo and Juliet, singles out tone as the main difficulty that faces any translator attempting a rendering of the play. ...Diasporic Cross-Currents in Michael Ondaatje’s Anil’s Ghost and Anita Rau Badami’s The Hero’s Walk HEIKE HÄRTING N HIS REVIEW of Anil’s Ghost, Todd Hoffmann describes Michael Ondaatje’s novel as a “mystery of identity” (449). Similarly, Aritha van Herk identifies “fear, unpredictability, secrecy, [and] loss” (44) as the central features of the novel and its female protagonist. Anil’s Ghost, van Herk argues, presents its readers with a “motiveless world” of terror in which “no identity is reliable, no theory waterproof” (45). Ondaatje’s novel tells the story of Anil Tessera, a Sri Lankan expatriate and forensic anthropologist working for a UN-affiliated human rights organization. Haunted by a strong sense of personal and cultural dislocation, Anil takes up an assignment in Sri Lanka, where she teams up with a local archeologist, Sarath Diyasena, to uncover evidence of the Sri Lankan government’s violations of human rights during the country’s period of acute civil war. Yet, by the end of the novel, Anil has lost the evidence that could have indicted the government and is forced to leave the country, carrying with her a feeling of guilt for her unwitting complicity in Sarath’s death.
