Datos sobre la geografía y distribución de Internet

La geografía de Internet de usuarios se caracteriza por que en los países mas desarrollados existe un auge en el uso de internet. Solamente en Estados Unidos que cuenta con una población cercana a los 310 millones, alrededor del 78.3%[1] de la población tiene acceso a la herramienta (alrededor de 239 millones de personas), cuando en otro continente, África, uno de los países mas poblados, Nigeria con 170 millones de personas, solo tiene un 29% (45 millones de personas)[2] de penetración.

Si analizamos a gran escala cual es la distribución de internet, podemos ver cuál es el índice de penetración en las zonas en las que separa Internet World Stats y llama la atención Asia duplica el número de usuarios de Internet con respecto a Europa. Esto es en parte obvio por la cantidad de habitantes en dicho continente.

Luego está el caso de Latinoamérica donde los países con mayor acceso a Internet son Brasil (30%), México (16%) y Argentina (11%).

En el caso particular de México se ha visto un avance en cuanto a la cantidad de personas que utilizan internet. Conforme ha crecido la población, también ha crecido el porcentaje de penetración de Internet. A continuación se presenta una tabla de los últimos años (estos datos fueron tomados de Internet World Stats y no están actualizados[3]).

Esta información nos dice que, aunque ha crecido la población, el porcentaje de penetración no se ha visto estancado conforme pasan los años. Por el contrario, y como ya se mencionó, el número de usuarios va en aumento.

Jalisco cuenta con 3 millones de internautas Mexicanos, lo que lo sitúa como la 3era Entidad Federativa, con mayor número de Internautas y 3 de cada 10 hogares cuentan con computadora, de las cuales 76% poseen conexión a internet[4].

A continuación se citan algunos datos que se presentan en las conclusiones del estudio que realizó en 2012 la Asociación Mexicana de Internet sobre el comportamiento de los internautas mexicanos[5]:

• “El 51% de los Internautas Mexicanos que acceden a alguna red social han dado click a publicidad política”

• “4 de cada 10 Internautas Mexicanos que han dado click a publicidad política, se han hecho fan o seguidor de algún candidato o partido”

• “4 de cada 10 Internautas Mexicanos que se han hecho fan o seguidor de algún candidato, votarían por este en las próximas elecciones”

• “4 es el promedio de cuentas en redes sociales en que el internauta mexicano se encuentra inscrito”

• “El 19% de los internautas mexicanos que accesan a alguna red social tienen un año o menos haciéndolo, por otra parte el 30% lleva cinco años o más utilizándolas”

• “Las principales redes sociales en México son Facebook (90%), Youtube (60%) y Twitter (55%) respectivamente”

Brecha digital

La brecha digital es un tema que ocupa y preocupa a distintas organizaciones que luchan por la igualdad en el mundo. La brecha digital se trata de la diferencia socioeconómica entre las comunidades que tienen acceso a tecnología, en particular el uso de Internet, y las comunidades que no.

Como se mencionó en la sección anterior del trabajo, hay países sobre-desarrollados en donde el acceso a Internet prácticamente es un hecho (Estados Unidos, Suecia, Finlandia) y, por el otro lado, este mismo acceso es un gran lujo en países donde tienen conflictos sociopolíticos, como algunos países en África y Medio Oriente. Y esta insuficiencia para comunicarse se vio reflejada no hace mucho en Egipto, durante los disturbios del 2011 (La primavera árabe en Egipto[6]), cuando el gobierno decidió “apagar” la comunicación por Internet.

La brecha digital agudiza las brechas sociales pero no podemos perder de vista que las mismas brechas sociales son las que permiten la brecha digital, lo cual convierte este problema en un círculo vicioso. Internet es un determinante de la vida social y económica, sin embargo no es el principal factor de exclusión, pues si no existe educación, el acceso a la tecnología no serviría de nada. De hecho, el uso de tecnología como una herramienta para potenciar el nivel educativo y, con ello, una mayor equidad en la formación educativa de las personas, considero que puede ser un factor aun más importante que el acceso a Internet por sí solo. Esto lo expone el sociólogo Castells[7] en una entrevista a El País.

Proyecto de inclusión digital

Campus Party[8] está reconocido como el mayor evento formativo de tecnología, creatividad, cultura digital y ocio en red del mundo. Este encuentro anual que comenzó en España[9] en 1997 y desde el 2009 se lleva a cabo en México, reúne durante una semana a miles de participantes con sus computadoras procedentes de todo México y otras naciones con el fin de compartir inquietudes, intercambiar experiencias, asistir a conferencias, talleres, competencias y exposiciones relacionadas con las computadoras, internet, las comunicaciones y las nuevas tecnologías.
El capítulo en México está promovido por el Gobierno Federal, la empresa Movistar como patrocinador principal y Futura Networks en la parte de producción del evento, así como otro grupo de patrocinadores principalmente relacionados con la tecnología como IBM, HP, Microsoft, etcétera[10].
El evento incluye una Campaña Nacional de Inclusión Digital, la cual es promovida por la Coordinación de la Sociedad de la Información y el Conocimiento (CSIC) de la Secretaría de Comunicaciones y Transportes (SCT) que se conforma de diferentes proyectos que buscan la inclusión principalmente de jóvenes y de adultos sin acceso previo al conocimiento y uso de las herramientas tecnológicas, en particular, el uso de Internet.
Es una campaña permanente realizada en centros comunitarios digitales con la participación de organizaciones de la sociedad civil, instituciones de educación superior, empresas y los tres órdenes de gobierno.
La Campaña Nacional por la Inclusión Digital es una iniciativa que complementa las acciones de inclusión realizadas por el sistema educativo y que busca una mayor utilización de la conectividad y el acceso social comunitario, a través de un modelo adecuado a las necesidades e intereses de jóvenes y adultos.
