Even private individuals were authorized to detain suspicious night-walkers until they gave a proper account of themselves. In 1839 the English Parliament extended the common law power to detain by authorizing police to search any vessel, carriage, and persons who could be reasonably suspected of possessing stolen goods. A number of state courts of the United States having followed the English common law and in the absence of statutory provisions have upheld the power of police officers to stop, question and frisk suspects under reasonable circumstances. Mr. Zimmerman claims this was in self-defense. Trayvon was armed with an Arizona Ice Tea beverage and a package of candy Skittles he had just bought from the local convenience store. The Sanford Police Department questioned Mr. Zimmerman and then released him without arrest, using the “Stand Your Ground” law as his defense. In this horrific situation the Police Department had a moral if not legal, responsibility to further detain and even arrest this man, on the ethical principles of Privacy, Respect for Persons, and Beneficence on behalf of the victim. The Right to Privacy for every person means the right to be free from intrusions into ones physical body, space, mind and personal information. This includes the right to be free from bodily restraint in any way or of having to disprove another’s perception of our attire. Another feature which I feel that will complement our project SALUS would be adding signal mirror to the life vest. This mirror will have a surface area of 1 square inch (6.5 square centimeters) reflecting flashes of sunlight that could be seen over a distance of 7 miles (11 kilometers) ( Coe,1993) Thus including one in the life vest to attract attention of nearby ships/aircraft may increase chances of rescue. The mirror is potentially visible 160 km away in right conditions. This feature solely serves to attract attention of search and rescue parties to the survivors.
