Editorial(ENTERTAINMENT): Animal welfare can no longer be overlooked

Accelerating pace of change in popular attitudes demands that film and other industries take heed of prevailing sentiment.

The disclaimer "no animal was harmed in the making of this film" has become a standard phrase of popular culture. So accustomed are we to seeing it among films' closing credits, and so material has it become, that it is startling to realise it is a recent innovation.
Just over three decades ago, Hollywood was casually ignoring any concerns about animal cruelty in major movies such as Apocalypse Now and Heaven's Gate.
In Apocalypse Now, a water buffalo was slaughtered with a machete, and Michael Cimino's flop western included chickens dying in staged cockfights.
Such instances were not particularly unusual in the history of film-making. Perhaps 100 horses were, for example, killed during the making of the original Ben Hur in 1926. Customarily, this was justified on the grounds of artistic merit.
But the outcry that greeted Heaven's Gate indicated this excuse would no longer suffice in a society increasingly opposed to animal maltreatment.
It also ensured there would be international attention, fairly or not, when Sir Peter Jackson was accused of stumbling into the same territory during the filming of The Hobbit.
The reaction of Sir Peter to claims by animal wranglers that up to 27 animals died during the shooting of the trilogy spoke volumes of his awareness of, and sensitivity to, the new environment.
This was not even a case where it was alleged that animals had suffered during filming. Rather, it was claimed they had been kept at a farm filled with bluffs, sinkholes and other "death traps".
Yet faced by the prospect of protests next week at the premieres of The Hobbit in New Zealand, the United States and Britain, Sir Peter did the right thing by immediately offering to open up his books to the SPCA.
As claim and counter-claim clashed, perhaps the most illuminating aspect of the imbroglio was the consensus that outside oversight of film companies' treatment of animals should extend to where they were housed and trained.
At the moment, the American Humane Association, which ushered in guidelines after Heaven's Gate and trademarked its famous phrase in 1990, monitors only what is happening on the set.
A new system in New Zealand is likely to give SPCA inspectors a role in an all-encompassing surveillance system.
This expansion carries its own commentary on what society now believes constitutes fair treatment of animals. Much has changed in a relatively short time.
The attention accorded The Hobbit is part of a continuum in which bull-fighting is on the outer, jumps racing is struggling to survive across the Tasman, and sow stalls have been the subject of fierce debate in New Zealand.
Luck, the HBO television series exploring the seedy side of horse-racing, was cancelled this year after the death of a third horse during production. The makers acknowledged, effectively, that they had crossed the line between use and abuse.
Such is the accelerating pace of change in popular attitudes to animal welfare that it is reasonable to ask what other practices may not survive the next decade or two.
Duck-shooting, for example, is already in the sights of activists. So, too, are rodeos and greyhound racing.
The uproar over The Hobbit emphasises that those pursuing such activities should be prepared to go at least some way towards meeting the prevailing sentiment if they want them to endure.

I, Mr. John Cedesan Victa, a Paranaque resident since birth and a representative of my parents, am filing a complaint against our neighbor, Mr. Arsenio Dizon, regarding his apartment which is a fire hazard.

The three-storey apartment does not comply with the safety requirements for commercial buildings. First, it has no fire exit and no fire wall. Second, there are no fire extinguishers. Third, it has no electricity; some of the occupants who may be using candles can pose a hazard, especially that there are portions of the apartment that are made of light materials. Fourth, there are some occupants who store their kalakal (used paper, plastic bottles, plastic cups, plastic containers, and easily combustible materials) here and nearby.

Just recently, a fire which lasted for days hit the Baclaran commercial area. My family and I were once fire victims. I do not want to encounter the same traumatic experience. Concern for my safety and that of my family and my neighborhood prompted me to air this complaint.

An ounce of prevention is better than a pound of cure; thus, it is best to act upon this matter before another fire in our area breaks out.

Your prompt attention and favorable action on this matter shall be highly appreciated.

Editorial(PRAISE): Premature end to Dan River cleanup?

The state has lifted its public health advisory regarding recreational use along the environmentally damaged Dan River in Rockingham County.It seemed a logical course. Just last week, the U.S. Environmental Protection Agency and other regulators in two states said it’s OK for Duke Energy to halt its efforts to remove remaining coal ash from its disastrous Feb. 2 spill that dumped thousands of tons into the waterway near Eden.
It all seems like too much and too soon. So far, according to the EPA, Duke Energy’s cleanup efforts have recovered about 3,000 tons of a total spill estimated at between 38,000 and 39,000 tons. While we’re hardly environmental experts, that doesn’t sound like nearly enough. It’s between 7.7 percent and 10 percent of the total. It’s a figure low enough to cause environmental groups to blink.
Pete Harrison, an attorney for the Waterkeeper Alliance conservation group, told the Greensboro News & Record that evidence of substantial coal ash lingering in the river sediment is easy to find. In fact, he scooped some from the river bottom near Draper’s Landing in Rockingham County, a couple of miles down from the spill site and headed for the Virginia border. He said he found an inch and a half of coal ash there. He’s heard anecdotal evidence of greater amounts on the river bottom in more areas.
Doesn’t take much to stir up that kind of collection and create a new toxic stew. Moderate to heavy rainfall would do it.
That so much coal ash would remain in the sediment is no surprise. After hog waste spills in the 1990s along rivers winding through Eastern North Carolina, sediment was the great collector of fecal coliforms, which led to high testing levels after heavy rainfalls or hurricanes.
The EPA agreed. They do not contest that there is coal ash where its critics say, just that it poses no immediate threat and trying to clear it with more dredging might create more harm than good.
The EPA contends that these coal ash deposits are too diluted to be a health hazard either by the amount of flowing water or sediment itself.All are potentially valid considerations. But when balanced against the Tennessee Valley Authority’s coal ash cleanup from the historic 2008 spill into the Clinch and Emory rivers near Kingston, Tenn., the Duke Energy action seems laughably small. The TVA cleanup took six years and recovered 90 percent of the ash, according to the News & Record.In lifting its advisory regarding recreational use of the river, the Department of Health and Human Services has reopened it to fishing and swimming but still warns against eating fish caught downriver from the spill. It’s probably too soon for any advisory to be lifted with so much coal ash still along the river bottom. We hope the state DHHS will monitor this closely and take the appropriate ac

...Ozone Layer Depletion: Introduction Are we damaging our protective blanket? Sunlight contains some ultraviolet light, and when we expose ourselves to too much of it, we get a sunburn. Over time, too much exposure to ultraviolet light can lead to cataracts and skin cancer. The earth has a layer in the upper atmosphere, consisting mostly of ozone gas, that filters out most of the ultraviolet in the sun's radiation. Recently there has been scientific evidence that we have been releasing gases that damage this layer. Our country and others have reacted by invoking legislation that should eliminate these contaminants from the atmosphere.   What does the Ozone Layer do? * Ozone absorbs 99% of the harmful ultraviolet (UV) radiation. Without the Ozone Layer * Most of the harmful UV radiation will penetrate the atmosphere. The Ozone Layer The ozone layer is a layer in Earth's atmosphere which contains relatively high concentrations of ozone (O3). This layer absorbs 97-99% of the sun's high frequency ultraviolet light, which is potentially damaging to life on earth.
