Driverless cars will allow the transfer of driving functions from a human driver to a computer which should reduce the amount of traffic accidents by removing the most common cause; human error. While there is a lot of potential for good with the introduction of driverless cars, there is also the problem of ethical, legal, financial and economic issues. Self-driving cars can’t be brought further forward until certain issues have been solved, such as safety requirements for the cars. A key legal issue is who would be responsible if there was an accident whilst the car was in control. This is difficult to pinpoint as blame is mostly shared between driver, insurer and manufacturer. There is a risk of hacking and the vehicles being used maliciously, such as driving into a crowd or being used as a bomb. Various witnesses claim that it is very important that the Government deal with this issue by having a ‘strong coordinating role’. The Government has a central role making decisions in communication with industry experts which can’t be left to the manufacturers. In order to further research cyber security, the Government stated there would be more research into cybersecurity for autonomous cars and funding in the National Cyber Security Strategy 2016–2021. Several units have been formed to ensure the information is protected. To target the threat of hackers specifically, the Alliance of Automobile Manufacturers formed a ‘voluntary information- sharing and analysis centre (Auto ISAC)’ in July 2015. The European Automobile Manufacturers Association (ACEA) agreed on the principles of data protection in relation to connected vehicles and services. As well as that, the UK formed a joint policy unit, the Centre for Connected and Autonomous Vehicles, which will co-ordinate government policy on driverless cars and connected technology.
