Garrick, and Gilbert Hansen The ongoing debate about the merits and drawbacks of on-street parking offers few definitive answers because comprehensive research in this area has been lacking. The goal is to develop a better understanding of the gamut of issues related to on-street parking, ranging from parking demand and the pedestrian environment to less researched topics such as the efficiency of land use. In addition, the basic question of safety is addressed in a more precise way than previously by taking into account actual vehicle speeds and crash severity levels. The investigation points to on-street parking as crucial in benefiting activity centers on numerous levels. Users of the downtowns consistently valued these landefficient on-street parking spaces over and above off-street surface lots and garages. Low-speed streets with on-street parking also had the lowest fatal and severe crash rates of any road category in the study of 250 Connecticut roadway segments. Part of the reason is that the presence of parking had a measurable effect on vehicle speeds. On-street parking is not purely a device to be used in the right environment; rather, it is a tool to help create that right environment. The east side of Edgecombe Avenue between 155th & 150th Streets (a one way street) is the only area in the neighborhood that does not allow parking. The purpose of this paper is to show that Community Board 9’s Transportation Committee should approve a change so that parking is permitted on both sides of the street. The current parking restrictions have created an undue burden on the residents, increase the risk to personal safety and with the upcoming Sugar Hill Project parking will become even more problematic in the neighborhood. Parking on the east side of the street was briefly allowed for a few months back in 2009 but was subsequently revoked. The decision was made at a community board meeting that was not fully communicated to the residents. The board should reconsider since several factors have changed in the past two years and not all viewpoints were expressed at the 2009 meeting. There are about twenty skaters, all of them males, divided into five sub groups. Each one divided separately through the skate park. One major group containing eight skaters that are located by the entrance, another group of three located by the far left side of the skate park, four are on the half pipe, two are located on the other side of the half pipe, and the last group are in the middle section on the quarter pipe. The biggest group is separated into two, six of them are sitting down on a table having a conversation and two are standing up besides them holding their own conversation. Most of them look around the same age, teens, and one of them looks much older, mid twenties. The other little groups appear to be much younger, early teen age years.
