One such initiative, aimed, inter alia, at introducing enhanced online copyright enforcement standards, is the Anti-Counterfeiting Trade Agreement (ACTA). The paper analyses a possible effect of Art. 27(3) of the agreement on the data protection and privacy rights, as spelled out in the EU legal order. Firstly, the EU legal framework on Internet surveillance for copyright enforcement will be addressed. Next, the principles and safeguards applicable to data processing in the context of communications surveillance will be illustrated with reference to the jurisprudence of the European Court of Human Rights. It will be argued that ACTA, if interpreted broadly and implemented without safeguards, would provide an incentive for graduated response systems, which, as it will be shown on the example of the French graduated response, may trump privacy rights on a massive scale. I Introduction Could cyberspace be considered a zone of liberty, for the most part unrestrained by government regulation and intrusion into individual rights...

...Chapter 1 ACCOUNTING INFORMATION SYSTEMS: AN OVERVIEW TEACHING TIPS This chapter provides general coverage of many of the text's major themes. It's usually a good idea to indicate how the topics covered in this chapter will be covered in more detail later in the course. Many instructors will not assign any problem from the end of this chapter. This can be done without any loss of overall continuity in the course. If the course will emphasize internal controls, it might be desirable to cover in class one of the general cases on internal control from the back of Chapters 4, 7, or 8. This should be done to stimulate student interest, but the instructor should not worry if the students in the course fail to analyze the case correctly. In some ways, teaching systems can be more difficult than teaching other areas. In many cases there are no clear-cut debits and credits to be made, and judgment is often required. This can make some students feel uncomfortable. So it's usually good to emphasize this at the beginning of the course to properly set students' expectations. The point should also be made that systems are an important area of professional examinations. One of the biggest risks in teaching systems is that it can easily become dry and boring. I have found that the best way to overcome this is to generate as much class discussion as possible on many of the major points in the chapter. Accordingly, I always make class participation about one-fourth of the total...

...The United Energy Smart Meter Project At the request of the Victorian Government United Energy is currently engaging in “best efforts” to replace the analogue meters on its network with smart meters. Smart meters are an advanced energy meter that measures the energy consumption of a consumer (Depuru, Wang and Devabhaktuni 2011), they allow for demand response energy distribution based on on-peak and off-peak consumption. The benefits of Smart meters are well recognised by many counties with world-wide deployment of digital meters expected to reach 212 million units by 2014, perceived benefits include; energy efficiency, environmental benefits, more consumer choice, better services and greater market competition. (Gerwen, Jaarsma & Wilhite R 2009, Filippini, Hrovatin & Zoric 2004, Victorian Auditor General 2009) About United Energy United Energy is an energy distributor responsible for the infrastructure required to distribute energy from the power station to the consumer. There are currently 16 major distribution networks in Australia with each energy distributor maintaining a monopoly over its designated area. (AEC 2009) Energy distributors own, operate and maintain the network of infrastructure that transports electricity from the generator to the consumer. They do not work directly with the consumer and instead work with energy retailers who are responsible for managing the relationship with the consumer. Energy retailers will bulk purchase energy from an energy...

...Executive Summary The need for auditors with technology skills have increased, this is why the IT auditing profession has become very important. Information Technology auditors analyze the information technology structure, operations, and software of an organization. They are in charge of identifying better ways in which the organization’s systems can meet their needs in a better and more reliable way. IT auditors can basically design new systems by configuring hardware and software programs and they also test the systems to make sure they are working properly. Most IT auditors work in offices, obviously with computer systems. Some IT auditors work with the same company for years making sure the information systems and internal controls work properly. Some other IT auditors work for CPA firms that provide auditing services, and are required to travel to evaluate the information systems of clients. For the most part IT auditors work independently, but when they are assigned to larger and/or complicated projects, they use the collaboration of other peers. James Reinhard, CPA, CIA, CISA, manager of Simon Property Group Inc. who has more than 20 years’ experience in IT and integrated auditing states that “The ideal IT auditor should be able to discuss IP routing with the network folks in one hour and financial statement disclosures with the controller in the next” (Scharf, 2008). To become the ideal IT auditor IT audit certifications are the best option. IT audit...
