The government needed to step in and create standards and force schools, teachers, and students to be more accountable. There needed to be a way to make sure schools were doing what they were supposed to be doing. Suggestions weren’t carried out.

Difficult to determine how states are performing because they have set their own standards. Children who are improving but can’t meet standards, labeled failures.
