With the new Act came new goals. This paper will evaluate those goals over the last several years and determine whether the United States has succeeded in meeting those goals. The first goal stated that all children in America will start school ready to learn. This goal could easily be achieved if every three and four year old child had the opportunity to start pre-school or attend a day care facility that offered pre-school services. Unfortunately, not every family can afford to send their child to daycare or pre-school. The second goal was that by the year 2000, the high school graduation rate increase to a ninety percent graduation rate.
