Effects of College Education and Experience on Police Promotional Processes

Abstract
The vast majority of police agencies nationwide, including the Palm Beach County Sheriff’s Office, now believe that college education is critical in their selection of lieutenants and sergeants. However, police agencies have acknowledged their desire to recognize education with promotional processes that award college education with an arbitrary point system which assigns a specific amount of points for different levels of education. The only known way for a police agency to be sure that these education points are meeting their goal of appropriately rewarding college education, is to first determine the effects of education on the scores and final rankings of their eligibility lists. Experience, often referred to as seniority, is treated in much the same way as college education and necessitates the same level of analysis. This research analyzes data from the 2012 Palm Beach County Sheriff’s Office Promotional Processes for both lieutenants and sergeants to arrive at conclusions about the effects of both college education and seniority on the promotional processes and makes specific recommendations which are sure to be of value to PBSO in the future. The basic tenants of this research can be duplicated by any law enforcement agency with a desire to appropriately recognize advanced education and seniority in their promotion of middle and lower level police leaders.
