Applying for scholarships and grants are very easy and usually require you to write an essay stating why you feel you should get the scholarship. Another option is to use money from your savings account. The more money you put into your education, the less you will need to borrow toward your education cost. Because of my current financial situation, I thought that I had no choice but to borrow more than what I wanted to cover my education expenses. I had no money in my savings account and had a real hard time trying to find scholarship that I was qualified to apply for. I am still having troubles with that aspect to this date. It seems that most of the scholarships require you to have a GPA score which I have not acquired yet at this time. I did however managed to cut down a big chunk of my education costs by applying for a Pell grant for which I was approved. This has saved me a large amount of money that I will not have to pay back after I graduate. I intend to keep trying to get scholarships and using that scholarship money to pay off my student loans while I am attending school. Almost all countries go into budget deficit one way or the other and end up borrowing money. The most direct effect of the government debt is to place a burden on future generations of taxpayers. When these debts and accumulated interest come due, future taxpayers will face a difficult choice. Inheriting such a large debt cannot help but lower the living standard of future generations. In the 1960s and 1970 some developing countries were encouraged to borrow money to service old debts and also to finance development projects in their country like infrastructure. Rafael University of Washington, Seattle vrafael@uw.edu This paper re-visits the classic piece by Renato Constantino, “The Mis-education of the Filipino” (1959/1966), inquiring into the colonial basis of his anti-colonial critique of American English. It explores the affinity between his view of language and those of American colonial officials, especially around the relationship between English and the vernacular languages. Both conceived of that relationship in terms of a war of and on translation. It then turns to an important but overlooked essay by Nick Joaquin published around the same time as Constantino’s, “The Language of the Streets” (1963). By closely considering Joaquin’s views on “Tagalog slang” as the basis for a national language, we can see a different politics of language at work, one based not on translation as war but as play. Whereas Constantino was concerned with language as the medium for revealing the historical truth of nationhood that would lead to democratizing society, Joaquin was more interested in the conversion of history into language as a way of expanding literary democracy.
