After the December 7, 1941 attack on Pearl Harbor, many Americans began to question Japanese Americans loyalty, fearing they may act as spies or help Japan attack the United States. What seems to be in response to the attack at Pearl Harbor, February 19, 1942 President Franklin D. Roosevelt issued the Executive Order 9066. This order allowed military officials to create military areas along the West Coast for enemies of America, as a matter of national defense “prescribe Military Areas whereas the successful prosecution of the war requires every possible protection against espionage and against sabotage to national-defense material, national-defense premises, and national-defense […] prescribing regulations for the conduct and control of alien enemies.” The President saw the Executive Order 9066 as a “military necessity” despite the Munson Report that told him other wise. …show more content…
This report was conducted for the president himself, who ordered the State Department to investigate the loyalty of the Japanese-Americans. The report states, “there is no Japanese ‘problem’ on the coast,” and that there will not be an uprising or sabotage from the Japanese. The Munson report also ridicules how easy it is to become a suspect such as not being an American citizen. First generation Japanese that came to America from Japan (called Issei) were not authorized to become citizens because of the 1790 naturalization act, so naturally they were going to be seen as a suspect. The Munson report even acknowledges how it would be difficult for a Japanese to try to attempt something catastrophic seeing as how they would be noticed from their physical appearance. Hence, the relevant conceptual, theoretical, and empirical work is reviewed, drawing upon correlational, experimental, and qualitative findings. A meta-analysis of procrastination’s possible causes and effects, based on 691 correlations, reveals that neuroticism, rebelliousness, and sensation seeking show only a weak connection. Strong and consistent predictors of procrastination were task aversiveness, task delay, selfefficacy, and impulsiveness, as well as conscientiousness and its facets of self-control, distractibility, organization, and achievement motivation. These effects prove consistent with temporal motivation theory, an integrative hybrid of expectancy theory and hyperbolic discounting. Continued research into procrastination should not be delayed, especially because its prevalence appears to be growing.
