CHAPTER I

INTRODUCTION The technological development of voting system helps different fields to cope with the increasing need of ease of access of diffferent information. As today’s of the technology paves most of the things to a more high technology advancement and people opted to carry it out to every aspects of the society even in the political science. The importance of voting system is the voting system where in voting is done in computerized way. It containsrules for valid voting, and how votes are counted and aggregated to yield a final result. The election of SUPREME STUDENT COUNCIL at the KALINGA-APAYAO
STATE COLLEGE have been encountering problems like poor security, data redundancy, more paper works, and unreliable result and slow voting. These motivate the researcher topropose asystem entitled “KASC-SSC voting system”. The system was designed with the user-friendly environment, more secured,centralized database, fast and more reliable voting process. It has, six main Phases: voter’s registration, authentication, voting and saving, vote’s managing; vote’s counting, and auditing. The system has two user type, the administrator (Election Officer) and voter (student) the administrator has the full authority toRegister, authenticate, man other hand, voters are only authorizingto log and cast their electronics ballot. Voting is a method for agroup such as a meeting Electorate to make decision or express an opinion. It commonly implies election which is away for an electorate to select among candidates for office. Common voting system are majority rule and are traditionally done through tallying method, an algorithm for determining the outcome. This outcome maybe a single winner, or may involve multiple winners such as in the election of legislative body. Kasc-ssc setting, the used of this system had encountered problem to its security (ballot as natching.proxy voting), reliability and speed (slow voting process. However, the introduction of information technology to voting system had change these phenomenon. The creation of one interdependent system can help us to share information across thecountry or even the world itself. There are many human works can be created as an interdependent system an example is the voting orelection of officers in KASC-SSC. This segment revolves aroundautomated processes that require little or no human intervention at all. The sophisticated of the modern work stations and general working conditions is possible only due to the development of information technology. Statement of the Problem This study aims to design and develop an electronic voting system for Kalinga-Apayao State College and Student
Supreme Council (E-VOTING SYSTEM FOR KASC-SSC). Generally, it aims to seek answers on the following present problem of the KASC-SSC manual voting: 1. What is the current flow of the SSC Bulanao campus voting

system?

2. What are theproblems encountered in the present system?

3. What are the benefits that can be drawn in the proposed

system?

Objectives of the Study The researcher’s goals and objectives are the following: 1. To determine the current flow of the SSC Bulanao campus

voting system.

2. To identify the problems encountered on the present system.

3. To determine the benefits that can be drawn in the proposed

system.

Scope and Limitation The system is highly concentrated only for students who are officially enrolled in Kalinga-Apayao State College.
Limitation of the process are the following:
1. The system’s password protected and only the administrator can administer the election.
2. Student ID will be utilized to be the voters ID as their password to enter the voting process.
3. No duplication of student ID
4. Once the election is closed, strictly no more voting is accepted. Significance of the Study The administration of KASC shall be greatly benefited by this study in terms of efficiency in administering the election. In addition, the result of the study will eventually contributes to the efforts directed towards the realization for better quality outputs. The students will be benefited also because it makes them realize honest and consistent election. It also provides them an organized way of registering voters.

CHAPTER 2
Design and Methodology This chapter discusses the design, methodology and the data gathering procedure that will best fit in the development of the Kalinga-Apayao State College and
Technology Student Supreme Council Electronic Voting System (KASC-
SSC Electronic-VOTING SYSTEM). Basically, the study used the first hand observation on the tradition/mutual voting system of the student supreme council. In the process, the development of the system deals with formulating feasibility and analysis in program development and testing. The research starts by studying the existing system, planning, analyzing and creation of flowchart.
The presentation of findings is supported with flowchart of the existing system and flowchart of the proposed system. In addition, Entity-relationship and data flow diagram of the proposed system is also presented for easy analysis and verification before the final coding will take place. The research design was conducted in Kalinga-Apayao State College.
Before the flow chart of the proposed system was finalized, the researchers seek advices, approval and verification from concern employees and students and other reliable person who has an idea on e-voting systems.
Two poular tools are entity-relationship Diagram and data flow diagrams. An entity-relationship diagram(ERD) is a model that shows the logical relationship among system entities. It is abstract conceptual representation of structured data.An entity is a person, place, things, or event for which data is collected and maintained. An information system must recognize the relationship among entities. For example, a customer entity can have one instance, or none, or a spouse entity. Figure 2-5 shows the types of relationship that exist between entities. A data flow diagram(DFD) shows how data moves through an information system but does not show program logic or processing steps. A set of DFDs provides a logical model that shows what the system does, not how it does it. That distinction is important because focusing on implementation issues at this point would restrict your search for the most effective system design.
