Introduction

1. The India Vision-2020 report of the Indian Planning Commission has set forth the vision of the policy makers for the country in the next 20 years. The document recognizes that by the year 2020, India will shelter people who are better educated, healthier and more prosperous. The future development of the nation by the year 2020, on the social and economic front is premised on achieving a high rate of economic growth delivered with equity and social justice. Although India has achieved an impressive growth rate in the last twenty years, we are still a country with the largest number of poor people in the world.

2. Self sufficiency in food has been one of the major concerns and challenges for India. Major agricultural changes and policies were initiated to bring more agricultural productivity in India. The government also strives to bring more growth in agricultural sector through five year plan initiations. Yet, result seems to be slower agricultural growth and lack of proper vision and implementation. Major concerns like water availability, improper water distribution and management, pollution, increasing population, rural migration to urban, economic diversion towards other sectors, and increasing rural poverty are in an increasing trend. There would be a further rise in the requirement of food grains and pulses with the enacting of Food security Act, albeit in a phased manner covering only the BPL families in 150-200 poorest districts of the country as the initial target group.

3. Unless agricultural productivity increases, average Indian poverty statistics will not reduce. By 2050, India will reach first in world population, might also face severe food crisis. It is now high-time that we rethink our economic policies to rejuvenate the agricultural sector.

Statement of the Problem

4. This study attempts to analyze the current state of food productivity and availability in the country and suggest measures to be adopted at the policy and enforcement level to achieve self sufficiency in food for our country for the growing population in the near future.

Justification of the Study

5. Agriculture is one the primary inputs for the growth of our country because of its high share in employment and livelihood creation. A comparison of food productivity levels in India with other countries shows how low the productivity in Indian agriculture is. Nearly half the country’s population suffers from chronic under-nutrition. With the rapid rise in population, the problem becomes only more complex and cues us towards a focused attempt to explore the possibilities of increasing productivity by adopting appropriate strategies and policies which this study attempts to undertake.

Hypothesis

6. India can satisfy her food needs from own domestic food production for the projected population estimates and achieve self sufficiency in food in the near future by adopting various measures at the policy and enforcement level. Aim

7. To study and analyze the growth of food production and requirement in India in relation to population growth and suggest remedial measures to achieve self sufficiency in food in the near future.

Scope

8. The concept of Food Self Sufficiency is generally taken to mean the extent to which a nation can fulfill its food needs from its own domestic production. The study would concentrate basically on Food Self Sufficiency for India and not on the issue of Food Security as the two issues vary in scope and concept.

9. The study would focus on analyzing the current state of food requirement and production including growth trends in the past.. The anticipated growth of food requirement and production would be analyzed in relation to trends in population growth and comparing the same to assess if it meets the requirement of projected population growth. The study shall focus on the five principal Food Categories of Wheat, Rice, Coarse cereals, pulses and milk. The study would then identify the causes of low productivity and suggest measures at various levels to bridge the gap if it exists, towards attainment of Self Sufficiency in Food for the growing population of our country.

Preview.

10. A brief preview of the organization of the study is given below:-

(a) Chapter-1. Introduction. This chapter would highlight the projected growth of population as enunciated by the Government of India upto 2030. These projected figures will be used a benchmark for the rest of this study.

(b) Chapter- 2. Power Requirement of Key Sectors of Economy. This chapter would highlight share of power requirement of key sectors which contribute towards growth of Indian economy.

(c) Chapter – 3. Review of the Growth of Power Sector. This chapter shall analyse various aspects of growth of power sector including trends of growth of various sources which contribute to overall power generation in the country. A mathematical model will be presented to analyse this trend with requisite modifications and keeping expansion plans to arrive at the state of power output by 2025.

(d) Chapter – 4. India’s Power Requirements by 2025. In this chapter, keeping projected economy growth as benchmark, power requirements of major sectors of economy would be analyzed to derive the consolidated power required by 2025. This would also enable to arrive at the short fall of power requirements to sustain proposed economy growth. A comparison would be made between the achievable power output as derived in Chapter 3, with the power requirement to predict the overall shortfall / surplus in power by 2025, thereby proving or disapproving the hypothesis.

(e) Chapter- 5. Recommendations. This chapter shall deal with holistic recommendations on issues such as various non traditional sources of power, power conservation and new technologies to bridge the gap in power requirements to support the projected economic growth rate.

(f) Chapter- 6. Conclusion.
