Cas SPIE Maroc

Définition :

La gestion budgétaire est fondée sur l'évaluation des moyens à mettre à la disposition des responsables pour atteindre les objectifs fixés. Il s'agit donc avant tout d'un instrument de pilotage et de simulation, permettant de conforter les dirigeants dans leurs décisions. C’est l’aboutissement d’un processus de planification initié au niveau stratégique.

Etude de cas (SPIE Maroc) :
Le budget d’une année est initiée et élaborée par les contrôleurs de gestion qui sont supervisés par la RAF (responsable administrative et financière), qui ensuite présente le budget (nommé livre bleu) pour approbation au niveau de la direction générale et qui sera ensuite présenté à la maison mère en France.

L’établissement du livre bleu est déclenché en Décembre et concerne l’année N+1.
Il consiste en la consolidation des différents budgets prévisionnels des différents centres de responsabilités comme suit :

1. Le budget des ventes est fixé en fonction du portefeuille commandes et marchés dont l’entreprise a possession et du portefeuille potentiel qu’elle prévoit détenir. Ce budget est élaboré en étroite collaboration avec les opérationnels nommés chargés d’affaires (ingénieurs en charge de l’exécution des différents marchés) agissant au sein des départements dédiés aux installations électriques haute et moyenne tension et aux installations de télécommunication d’un côté, et d’un autre côté en collaboration avec les commerciaux en charge de la vente des différentes solutions téléphoniques et réseaux.

2. Le budget de production

Ce budget est établi par les contrôleurs de gestion en fonction des prévisions des ventes prévues précédemment toujours en collaboration avec les chargés d’affaires.

3. Le budget des achats

Le budget des achats est élaboré en collaboration avec le service achat qui prend en charge l’approvisionnement de l’entreprise en matière d’équipement, de consommables et de matières selon l’évolution des prix dont il a connaissance.

4. Le budget de trésorerie

ce budget est élaboré par le trésorier avec l’aide du credit manager responsable du service Marchés Facturation et Recouvrement qui a connaissance de la nature des clients et de leurs échéanciers, ainsi que l’aide du service ressources humaines pour l’évolution de la masse salariale.

Toutes ces informations aboutiront à un budget global nommé livre bleu qui est validé dans un premier temps par la direction générale, puis présenté à la maison mère pour la prise de connaissance des objectifs de l’année.
Ces objectifs sont suivis mensuellement par rapport aux réalisations de chaque mois, les écarts sont relevés au fur et à mesure.
Entre le mois d’Août et Septembre, ces prévisions sont revues et mises à jour suivant la conjoncture, les réalisations des mois précédents et du portefeuille réalisé au courant de l’année. Cette mise à jour aboutie à un budget corrigé appelé plan d’action qui suit la même procédure que le livre bleu (validation par la direction générale et présentation à la maison mère). Ce budget corrigé répond à : * Remédier aux écarts constatés ; * Se repositionner par rapport aux objectifs ; * Corriger les prévisions selon la conjoncture et les réalisations des mois précédents.
