...role as a ‘revising chamber’, scrutinising bills sent to it from the House of Commons, is an important one. However, unlike upper houses in many modern democracies such as the Senate in the USA, theoretically it cannot stop, and at best can only delay, legislation sent from the Commons. As a largely appointed chamber, doubts remain as to its legitimacy and as recently as 2012 the government tried to replace the Lords with a largely elected chamber. This initiative however failed, perhaps partly because MPs were worried that a wholly elected Lords might in the future question the primacy of the Commons. Task Objective * This task requires you to explore the workings of the Lords and consider how effective it is as a parliamentary body. * It will ask you to consider whether the House of Lords should be reformed further. * It will guide you through a range of reading material and pose key questions for you to post on as you complete each section of reading. ...The council of ministers The council of ministers are the main decision-making and law-making body. So they are therefore the most powerful part of the EU structure. The amount of votes that every country can use will be based on its population. It is called weighting. To make sure that this process is fair the five big countries which are Germany, France, The UK, Spain and also Italy. The Big countries have to get the support of the countries that are smaller in order to win a vote. This then makes sure that it is fair and also that the Smaller countries get their say and also that the big countries don’t always get and win the issues that are sometimes only benefit them. Each of the Member states will usually send their foreign ministers to represent the council of ministers. The foreign minister is the one that will speak for the interests of their country within the Council of Ministers. Because the Foreign Ministers have lots of responsibilities at home. So there is a Committee of Diplomats these people act as repesntatives. This is when the Foreign ministers are not there. The role of the Committee of Diplomats is to do the day to day work. This is so that when the Minsters are home then they will only need to discuss the most important and also the Urgent matters. The committee is known as the Permanent representatives. The European commission The European Commission acts on the behalf of the European Union’s interests. Their key job is to propose legislation. Although...

Moreover, Bradley and Ewing have defined a constitution as ‘ a document having special legal sanctity which sets out the framework and the principle functions of the organs of government within the state and declares the principles by which those organs must operate’. (A Bradley and K Ewing, Constitutional and Administrative Law (14th edn, Pearson/Longman, 2007), p.4) [1]In the introduction of a state’s constitution, there will be a discovery of a preamble, for example, in the USA the preamble states that: ‘We the people...do ordain and establish this Constitution’. (Article 2 of the 1936 Soviet Constitution.)[2] This shows the society as a sovereign power. An important question that often rises is “Should Britain adopts a written constitution”? This has always been the topic of debate and thus very controversial. Many of Britain’s population believe that there is no important reason to form a written constitution when it has been working perfectly fine so far. Some believe that there is no much difference whether the documents are codified or not. The consequences are not huge. As long as the state is in a good shape and has a stable government, many...
