...Operation “Government Shutdown” As many already know, October 1, 2013 marked the first day of the sixth federal government shutdown in the United States of America’s history. The shutdown spanned over sixteen days causing about 800,000 federal employees to become furloughed without pay, government operations put in a minimal manning status, national park closures, and many other unfortunate situations. The government shutdown was ended on October 17, 2013 as a result of Congress and the Presidential staff coming upon an agreement to continue operations for a short period to hopefully develop a solution all parties can agree upon. With that being said, on January 15, 2014 will we face the same fate due to our government being unable to devise a plan to fund our government operations and get the debit ceiling under control (Pisani, 2013)? The future of our country strongly depends on the decisions made by the lawmakers of this nation. We should not have to live in a state of mind where we do not know whether or not we will every recover our economy and get America moving back forward again. Effects on local community Living in the city of Augusta where a large population of workers and businesses depend on government as a source of revenue can be hard in the wake of a shutdown. Most government employees received 60% of their pay before taxes and these individuals still had to pay for their living expenses. Imagine being a government employee, securing your lifestyle around...

...The Government Shutdown of 2013 was devastating, to say the least. Nearly 800,000 people were affected by the massive political battle, government workers themselves being a vast majority of those out of a job for the 16-day period. In America, it’s natural for the two major political powers, Democratic and Republican parties, to have ideological conflicts, but the shutdown took a budget disagreement to a new extreme. The Republican Party had refused to allow funding to continue for Obamacare, while the Democratic Party and the executive administration under President Barack Obama denied any proposals from the Republican Party to defund Obamacare. The massive shutdown that occurred in wake of the standoff led to “paychecks [being] delayed” and retroactive payment, though members of Congress still received payment. According to Kirsten Appleton and Veronica Stracqualursi of ABC News, the shutdown cost the nation $1.5 billion a day, totalling $24 billion by October...

Government shutdowns have a short history of happenings, looking...

...trillion and is rising every second. The amount of debt is quickly approaching the federal debt ceiling, a legal limit to borrowing that currently stands at $16.4 trillion.”(Toscano). As stated by Toscano, the legal borrow limit for debt caps at 16.4 trillion dollars and the US is awfully close to that amount which horrible to hear. Eventually the US the debt will have accumulated so much that all producers, consumers, and investors will be affected one way or another which will cause unnecessary concern. This may all sounds quite bad, but all money the money borrowed is used on the American people and their needs. The federal spending is a rather huge issue in the US today, especially since we are 16.8 trillion in debt to other countries as of 2013. Some people may question about what all this money is being used for or where is it mostly going to. Well, I can say that the money is being put to good use to major programs such as military, social security, unemployment, medical insurance, public capital, and interest of US debt. The military budget is a very important budget that the US needs to fund. Part of the US debt comes from need to pay for the training, health care, salaries, equipment, operation funds, and developing of new equipment. Not only that, the US has to also fund all the branches of the US military such as the air force, army, navy, coast...

...searching, comparing and using market information on supply, demand and prices within the food market system. A current status of market information has surfaces the United States with a governmental shutdown. Tim Peterson a market savvy farmer had to make a critical marketing decision. With the market information he protects his investment in seed and fertilizer. He states that by “locking in” the price his wheat crops next July with a contract that shield farmers from market fluctuations by guaranteeing a price while the crops is still intact in the ground. Farmers and livestock producers bargain on reports from the National Agriculture Statistics Service to make their agriculture decisions. Such decision may be how to price crops, which commodities to grow and when to sell them, and tracking cattle auction prices (Hegman,2013). The National Agriculture Statistics Service has also stopped access on new reports about demand and supply, exports and prices. All websites with past information have been taken down. For instance the reports can alert them to shortfalls in overseas markets or if there's a wide swing in acres planted, both of which would prompt U.S. growers to plant extra crops to meet those demands or hang on to a harvest longer to get a better price (Hegman,2013). Not only did...

...Government Shutdown Introduction A government shutdown in the U.S. politics is where the executive branch of the federal government intervenes when there is a funding gap. In essence, the intervention is done when the Congress decides against passing legislation that supports funding of government operations and activities. With reference to the “funding gap”, it is the time interval when the interim or full-year appropriations are not enacted into law as expected by the Congress and the President (Brass p. 2). As such, it is apparent that a government shutdown has a number of implications on the overall economy of the country and federal government employees who form an important part of U.S. economy. In addition, the government shutdown can delay important activities and government processes hence undermining economic development (Fuscaldo). Recently, the United States has been on the brink of experiencing a government shutdown hence this therefore raises the critical question of what the implications are likely to be triggered by this situation. This paper is therefore an endeavor to examine the implications of a government shutdown to the U.S. Implications of a government shutdown i. Federal Government Employees If a government shutdown is to occur based on the current situation, one of the most affected groups would be federal government employees. In this case, a shutdown is likely to take toll of employees working in federal agencies because they are...

...Detecting Media Bias My favorite search engine is Google and I have decided to use it to find information on our current situation of the government shutdown. I chose only one of the websites that popped up from my search of “current government shutdown”. The article that I am using for this project is from Harry J Enten, theguardian.com, Friday 4 October 2013 11.24 EDT and it is titled Americans blame Republicans most for the government shutdown, but it's very relative: practically everyone thinks Congress, the Democrats and President Obama all stink, too. I do think that the reporting of the news story was very clear and accurate, with sufficient depth and breadth. Even though the title of this article is Americans blame Republicans most for the government shutdown, the author was not trying to persuade anyone into believing in any certain way. I feel that most, if not all of the facts that are known about the government shutdown, are presented within this article. The bottom line in this article is that more Americans disapprove than approve of the job being done by all three actors in the dispute over the federal budget. The three actors are; President Obama, Democrats and Republicans. I do believe that all of the known facts about the shutdown were addressed in this article. I also think that within the article, there were many alternative perspectives and worldviews mentioned. I do not think that there were any questionable assumptions implicit in the story, because...

...controlling revenues, it is important to record revenues as when they are earned. Unearned estimated revenues should remain as unrealized revenues. Budgetary control over expenditures follows the logical cycle: appropriations are recorded, and then encumbrances are recorded, followed by the expenditures, and then payment is disbursed. Public sector entities face both advantages and disadvantages of budgetary control. It is a challenge for such entities to operate within their proposed budgets due to budget cuts, budget surprises, and unforeseen costs, such as emergencies. This is evident in cities such as Detroit, Michigan; Atwater, California; and Fresno California. The most relevant implication of budgetary control was seen in the government shutdown, which occurred on October 1st, and last 16 days. This paper examines the importance of budgetary control and its challenges. Introduction Non-profit and governmental agencies are categorized as public sector entities, with the primary objective of serving the public rather than making money. In America, governmental agencies “exist at the federal, state, and local levels”, and both governmental and non-profit organizations serve a wide variety of functions at levels of society (Wilson, Reck...

...Budget Reform Our country’s budget battle continues to rage. Congress and the president reach a resolution just to have a new fiscal cliff begin another round of arguing. Our government is dysfunctional, constantly proven by operating on the basis of continuing resolutions and temporary provisional measures. At its worst, our federal government shuts down, this is their entire job and they shut down. The influence of these clashes is terrible for the economy. Few people argue that our budget process is not broken, but our nation is far behind, we barely make it back from every budget battle that we have no time to actually evaluate and understand what is driving the dynamics of this process. A main culprit is partisan strategy. The distinct polarization has caused the biggest contention of issues on Capitol Hill. “In 1995 and 1996, Republicans shut down the federal government in their fight for spending cuts. Even after reaction President Bill Clinton helped restore his political position, which had plummeted after the 1994 elections, the Republican Party continued to insist on spending cuts for the remainder of Clinton's term, leaving little opportunity to do much more that to try to reduce their demands” (CNN 2013) An additional cause for budget issues, previously, once there’s been break by using a particular tactic, that particular practice can become normal. A very good example is a filibuster. In history, there was a time when members of the Senate were reluctant...

...Before I go into this paper about this government shutdown. Let me refreshing your memory why we got this far in the first place. It was clear at the beginning of 2013 when the Congress suspended the debt limit, that sooner rather than later that it would need to be increased. It was also clear that a new spending bill would be needed when spending authority for non-entitlement programs expired at the end of September in order to prevent a partial government shutdown. House Speaker John Boehner said he would insist on spending reductions as part of the price of voting to increase the debt limit. And last summer Sen. Ted Cruz, R- Texas, and other conservatives began discussing their plan to block or delay the Affordable Care Act before enrollment in insurance plans started in October, by using the spending bill or debt limit as leverage. President Obama and congressional Democrats have steadfastly insisted on nothing less than a “clean” bill to continue funding the government at currents levels and a “clean” extension of the nation’s ability to borrow, with no extra bargaining in either situation. With Republicans holding the majority in the House of Representatives and Democrats in control of the Senate and White House, the government has come to this standoff. Now, since the government have shutdown the consequences for some has been far-reaching, but minimal impact for others. The Department of the Interior is partially closed, but it affects...

...Economist have hoped that the job market would increase and show growth over the last couple of years. According to reports from the Labor Department, September showed a decrease in jobs for the month. This news was reported shortly before the government shutdown. The Federal Reserve hoped to see the number of 11.3 million people improve and back on the work force. But the numbers predicted are not meeting the projections, economists and officials of the Federal Reserve are attributing this to the rigid fiscal policies in place. ” The relatively weak September numbers, the subsequent fiscal showdown, the lack of available data and the economic distortions created by temporarily closing government offices are all expected to further delay the Fed’s decision to begin scaling back on some of its efforts to stimulate the economy.” (The New York Times, Weak Job Gains May Cause Delay in Action by Fed Published: October 22, 2013). The report also showed a decrease from the year before in the work force. In past years the average jobs per month were 185,000, a decrease in about 7.2%. The report also indicates that a significant amount of people who have dropped out of the labor market are no longer counted as part of the work force. Other details were dreary as well, showing little to no improvement in the amount of people participating in the job force. There was hope that the labor force would improve by Americans actively pursuing employment but the reports show that...

...Source name: States Prepare Layoffs, Furloughs during Shutdown HRM topic: External environment http://www.usnews.com/news/articles/2013/10/10/states-prepare-layoffs-furloughs-during-shutdo wn Summary: States have furloughed employees as the absence of federal funds is straining already tight state budgets, so more workers will be sent on unpaid leave or even laid off if the shutdown continues. The layoffs have hit civilians at state National Guard bureaus, workplace safety inspectors and state workers who determine eligibility for Social Security disability benefits, among others. At the same time, some states have avoided furloughs by tapping into accumulated federal funds while others are dipping into state coffers. Why interested:For an international student from China, even a government can still go through shutdown is very shocking. Not only so, while the shutdown has furloughed federal workers, small businesses that work closely with the government are also being forced to let people go. For instance, Chloeta Fire is a firm specializes in battling wildfires, emergency fire response and wildfire preventions and 80% of its business is from government contracts. When the government shut down weeks ago, their contracts with the U.S. Forest Service, Bureau of Land Management and some federally funded state contracts were all frozen and they have to lay off some firefighters. What learned: Wal-Mart, as a company with the Organizational Strategy of Cost, also can...

...and is one of the most powerful positions due to the abilities to shape the party’s strategy for passing legislation, scheduling congressional business. The Planned Parenthood is one of the main reasons why John Boehner announced on last Friday that he would resign. The last day of fiscal 2015 was on September 30th, to fund the government after that date, the Congress will have to pass another continuing decision, which may or may not prohibits federal funds from going to Planned Parenthood. Americans have a favorable opinion of Planned Parenthood, about 55 percent of Americans support government funding for Planned Parenthood and only two-thirds of Republicans stand with a group of conservative members of Congress who say such funding should not be continue. A Quinnipiac University poll conducted Sept. 17-21, however, found that seven in 10 Americans over all oppose shutting down the government over federal funding of Planned Parenthood. Back in 2013, the federal government shutdown which cost taxpayers approximately 24 billion dollars - a huge waste of taxpayer dollars. Letting a small group of extremists shut down the entire federal government is beyond unacceptable. Instead of playing politics with the public services the American taxpayer counts on, Congress needs to do what they are elected to do and pass a fully funded federal budget. On September 29th, President Obama and President Raúl Castro...
