Government Transformation Programme (GTP) is the blueprint in Malaysia and designed to provide all Malaysians access to improved public services irrespective of race, religion and region. GTP was devised in accordance with the principles of 1Malaysia, People First, Performance Now.

3.0 Objective

1. To transform the Government to be more effective in it delivery of services and accountable for outcomes that matter most to the rakyat.

2. To move Malaysia forward to become an advanced, united, and just society with high standards of living for all. This is in line with the national mission of achieving Vision 2020 – for Malaysia to become a fully developed nation.

4.0 Strategy Dato Seri Najib Tun Razak (Prime Minister of Malaysia) introduced a series of Key Performance Indicators (KPIs) in order to measure and improve the efficiency and quality of government services as well as realizing the 1Malaysia concept. KPIs were implemented to ensure the public satisfaction which is they are satisfied or not about the government’s service and whether the government had solved their problems. Dato Seri Najib Tun Razak has identified six major policy areas in which KPIs will play an especially important role in improving the effectiveness of the Malaysian government. These are known as National Key Result Areas (NKRAs). Challenges within each area have been divided into short-term priorities and long-term issues. These areas of development of NKRAs are as below: ( Reducing Crime ( Fighting Corruption ( Improving Student Outcomes ( Raising Living Standards of Low-Income Households ( Improving Rural Basic Infrastructure ( Improving Urban Public Transport
Multiple input sources including the rakyat, opinion polls, perception surveys, (alternative and mainstream) media analysis, dialogues with select academics, private and public sector leaders were considered to ensure that the government had an accurate gauge and sense of the priority areas for the rakyat. .The government uses this approach because the government realizes that we cannot use the same approach as before to transform our government and achieve substantial results quickly.

5.0 National Key Result Areas (Nkra)
5.1 Reduce Crime The government is working to reduce the crime rate with a special focus.
5.1.1 Reducing Street Crime • Making the police omnipresent in 50 hot spots in four states (70% of street crimes) • Placing 496 closed-circuit televisions (CCTVs) in hotspots to deter criminals • Enabling rapid response by the police and make it easier to identify offenders • Setting up special courts for quicker prosecution of street crimes
5.1.2 Improved Public Perception of Safety through Public Participation & Volunteerism Three parts of the strategy to reduce the fear of becoming a victim of crime :- • Increasing the public’s sense of safety • Encouraging volunteers • Communicating with the public on crime
5.3 Improving Student Outcomes Malaysia’s education outcomes still fall behind countries in our vicinity such as Singapore and there is a gap within Malaysia in recent years.
5.3.1 Increasing the pre-school enrolment rate of both 4+ and 5+ year olds and improving the quality of the system • Establishing the National Committee on Pre-School Education and a Pre-School • Improving the quality of pre-school teachers and teacher assistants, including 30,000 new and existing staff, over the next three years. • Increasing the number of pre-school classes in particular for the 4+ age group.
5.3.2 Ensuring that all children have acquired basic literacy and numeracy skills after three years of education • Introduces a new Literacy and Numeracy Programme (LINUS) to ensure that by 2012, all children will have basic literacy (in Bahasa Malaysia) and numeracy skills after three years of primary school education

5.4 Raising Living Standards of Low-Income Households

Over 100,000 households classified as poor in the eKasih database today.
5.4.1 Standardising the definition of low-income groups • Low-income groups based on monthly household income
5.4.2 Implementing fast, high-impact initiatives immediately and lay the groundwork for longer-term actions • 1AZAM programme which is designed to lift low-income households out of poverty through means of employment, entrepreneurship, economic activities and services.
5.4.3 Putting enablers in place to ensure the delivery of initiatives • eKasih database has been designated as the sole database

5.5 Improving Rural Basic Infrastructure 5.5.1 Target ( Build more than 7,000km of new and upgraded roads by 2012 ( Provide 50,000 new and restored houses to the rural and hardcore poor by 2012
5.5.2 The action ( Use innovative, quick and cost-effective ways of delivery. ( Revamp existing administrative processes to reduce time required.

5.6 Improving Urban Public Transport

5.6.1 The action that have been done ( Increase in LRT capacity with the introduction of 22 four-car train sets on the Kelana Jaya LRT line since put into effect up to December 2010. ( Reduced journey time of around 30 mins along the four BET (Bus Expressway Transit) routes in the Klang Valley with increased ridership in all routes. ( Integrated Transport Terminal (ITT) in Bandar Tasik Selatan (2010).
