ASSIGNMENT 3: GSA Wants you
BUS 330–Contract Administration and Management

General Services Administration (GSA) is committed to providing innovative solutions to meet the needs of all Federal agencies through the Multiple Award Schedule (MAS) contracting vehicles and by so doing, foster effective, sustainable and transparent government for the American people. GSA offers consolidated contracting to negotiate better prices and reduce administrative costs for Government agencies purchasing goods and services through GSA schedules. GSA pre-negotiates prices and terms with Industry Partners and awards a contract under the MAS program. This type of contracting does not involve a sale to GSA, but creates an agreement where any participating Government agency may purchase the products or services covered by the contract according to the prices and terms specified, enabling Government agencies to make purchases faster and to leverage the buying power of the government. However, GSA MAS contracts will not be a good fit for every Industry Partner. In order to succeed as a GSA MAS contractor, you must be properly prepared and positioned for success.
When doing business with GSA all responses to Schedules solicitations must be submitted electronically at eOffer/eMod. The purpose of eOffer/eMod is to create an interactive, secure electronic environment that simplifies the contracting process from submission of proposal to award and contract modification. It enables a seamless transmission of data from the Vendor/Contractor community to the Federal Acquisition Service (FAS) contracting offices.
There are three modules existing within the eOffer/eMod system: Contract Offers (eOffers), Contract Modifications (eMods) and Express Offers (eOffers). eOffer provides the opportunity for Vendors to prepare

...Greatest strength * My time management skills are excellent and I'm organized, efficient, and take pride in excelling at my work. * When I'm working on a project, I don't want just to meet deadlines. Rather, I prefer to complete the project well ahead of schedule. * I have exceeded my sales goals every quarter and I've earned a bonus each year since I started with my current employer. * I pride myself on my customer service skills and my ability to resolve what could be difficult situations. Greatest weakness I’ve never been very comfortable with public speaking – which as you know, can be a hindrance in the workplace. Realizing this was a problem, I asked my previous employer if I could enroll in a speech workshop. He said “yes.” I took the class, and was able to overcome my lifelong fear. Additionally I have taken classes at Davenport on public speaking, and joined toastmasters online. Since then, I’ve given lots of presentations to large audiences– I still don’t love it, but no one else can tell! I've learned to make my perfectionism work to my advantage at work. I am excellent at meeting deadlines, and with my attention to detail, I know my work is correct. I like to make sure that my work is perfect, so I tend to perhaps spend a little too much time checking it. However, I've come to a good balance by setting up a system to ensure everything is done correctly the first time. I used to like to work on one project to its completion before starting...

In doing this mission, GSA's Office of Small Business Utilization has devoted its assets to teaching the small business entrepreneur with continued support in training. Stanberry, S. A. (2013). GSA Wants You Describe the electronic submission process and the security measures present in this approach. Analyze the advantages over classic paper solicitations. According to Stanberry (2013), the electronic Subcontracting Reporting System (eSRS) is a web-based government-wide subcontracting system that allows electronic submission of applications from potential contractors. The system will manage the receiving, revisions and rejections of applications submitted through the eSRS system. The information received into the system can generate reports and analyses of subcontracting data in real-time. The eSRS process helps to create a green environment by reducing the paperwork submitted, killing less trees. It also reduces the errors, less time to process the applications, allows for electronic signatures, papers are not lost and it makes the process less time consuming on the subcontractors. The electronic Subcontracting...

Training Needs and Assessment

...Mid-Guard University Training Needs and Assessments Lamaas Lattimore-EL DeVry University MGMT-410 – Human Resource Management Instructor Quovella Maeweather-Spruill November 9, 2012 There was a major board meeting at Mid-Guard University. Internal Audit had just finished there quarterly audit of Accounts Payable and there has been reason for alarm. There appears that policy is not being followed in several of the cases that have been reported. Purchase Orders are being paid without approval signatures. The level of authority is not being verified and the company chart of accounts is not being followed at all. There were several violations of the Travel Policy. Signatures were not obtained from payee’s. Making the reimbursement in the eyes of the law invalid. Payments were made to individuals which is a major violation. The fact that someone performed a service for the University and was oaid without any taxes being withheld is a major violation of the tax laws. Now the amount that qualifies is more than 600 dollars but Mid-Guard strict policy is that no employee of the University shall reimburse a person for their services. The meeting led to the director of Accounts Payable being dismissed from her position. The decision not to overhaul Accounts Payable altogether was the factor of the union putting a stop to the dismissal of the whole department. The Assistant Directors were kept on and are expected to help lift...

...Changes to contracts, or modifications, are written, unilateral, or mutually agreed upon (bilateral). A contract modification may introduce or cancel specifications or terms of an existing contract, while leaving the overall objective intact. Unilateral modifications are issued through change orders, and bilateral changes through a supplemental agreement. (Web Finance, Inc., 2013) There are many reasons why you might want to modify a contract. These would include a contract extension, changes in items or amount, contract duration, changes in payment, price increases or decreases, administrative changes or updates, change in representation of small business size, change or transfer of ownership, and many more. Some written contracts already contain provisions for modifications. For example, if you have a Macy’s credit card, you had to sign a contract with your application. Likely, you authorized Macy’s to make future changes in interest rate. However, if the method of changes isn’t specified, both contract parties need to confer and identify mutual agreement changes. If you are unable to reach an accord, you'll have to either comply with the original signed...
