Gulf Of Tonkin Resolution: Article Analysis

In 1964, Congress passed the Gulf of Tonkin Resolution at the request of President Johnson based on misinformation provided to Congress. The resolution authorized President Johnson to take “all necessary measures to repel any armed attacks against the forces of the United States and to prevent further aggression”. Most Americans are going to agree with taking necessary measures to protect our own. The American people were led to believe two allegedly unprovoked attacks by North Vietnamese torpedo boats on the destroyers Maddox and C. Turner Joy of the U.S. Seventh Fleet had taken place in the Gulf of Tonkin. Americans believed our military patrol boats had been attacked and further aggression was imminent by the North Vietnamese. The United States Constitution in Article I, Section 8, Clause 11 which is sometimes referred to as the War Powers clause. This Constitutional clause is used to give Congressional power to declare war and reads as follows:
“[The Congress shall have Power...] To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water”
The United States President as commander in chief of the armed forces must then direct our military to engage in the act of war. President Johnson used the Tonkin Resolution as a reason to escalate further military actions in Vietnam. But in fact, the resolution was not a declaration of war against Vietnam. Over the years Congress did support the war efforts through military appropriations. SIx years later the resolution was terminated after being used as justification by President’s Johnson and Nixon to increase American involvement in Vietnam.

The cold war policies of containment were still in effect in the 1960’s. American Presidents did not want more Southeast Asian countries to fall prey to communism. President Johnson felt the same but was willing to be more aggressive in American efforts against the spread of communism.
