1. I would start by selecting a person from each department to work with me in getting the campus up to par. Because this is a big project, getting help from other people will allow me to work on multiple projects at the same time. My first assignment would be for each department to start working on an extensive chemical inventory list so a master log could be assembled.
2. I would definitely start with the Massive Arena. I'm starting there because of the asbestos hazard. Asbestos is a human carcinogen that can cause chronic lung disease and other cancers. Asbestos fibers are airborne toxins that can be inhaled and trapped in the lungs. The inhalant is unaware of this. If swallowed, it can become embedded in digestive tract. To comply with OSHA standard 29 CFR 1926.1101, the workers need to know the PEL, they need to assess the workplace, and monitoring needs to take place. No smoking, eating, or drinking may occur at the renovation site, and proper PPE must be provided and used to prevent asbestos exposure. The workers will be required to take breaks and eat away from the renovation area. They will also be required to decontaminate with proper hygiene practices in a separate location away from the renovation area. The workers at the site will be adequately trained about asbestos exposure and hazards(Occupational Safety & Health Administration,n.d.).
I would handle the rest of the departments in the following order: chemistry department, automotive department, physics department, biology department, math department, English department.
3. Asbestos exposure is one of the hazards in the automotive department. People that work with asbestos brake linings and clutch pads need to learn the OSHA regulations contained in 29 CFR 1910.1001. The employees have to monitored frequently. After the initial determination, monitoring shall not exceed six month intervals. Any area in which hand-operated and power-operated tools that may produce or release asbestos fibers will be provided an exhaust ventilation system(Occupational Safety & Health Administration,n.d.).
Solvents are another hazard that the workers are exposed to on a daily basis for removing grease and cutting oils. Workers should not use their bare hands when using solvents. Some of the health hazards associated with solvents are toxicity to the nervous system, liver and kidney damage, and cancer(Occupational Safety & Health Adminstration,n.d.). Workers should use gloves when handling solvents. An alternative to a solvent is just plain water and soap, however, sometimes, this remove the greases and oils. There are other alternatives, some of which are organic, that are safer and less toxic. It's essential that all environmental impacts are evaluated before switching to a new product. Things I would have to consider before choosing an alternative are: What parts need to be cleaned? What are the contaminants to be removed? Why are the parts being cleaned? Who's applying the contaminants to the parts? What are the cleaning requirements?(State of Oregon Department of Environmental Quality,2001).
Pneumatic tools, such as a jackhammer, are secured to a hose and are powered by compressed air. Some hazards associated with pneumatic tools are injuries to the eyes or body due to flying particles or if the machine slips, trip hazards on the hose, and trying to clean with the compressed air. When using these types of tools, the workers will need to wear the proper PPE and have proper training on how to use and inspect the tools(Canadian Centre for Occupational Health and Safety,2013). Cutting and grinding tools are dangerous because the worker may cut himself while using the tool. Some precautions workers should take while using these types of tools are to stay alert and watch what they're doing, avoid wearing loose clothing, avoid overreaching, wear proper PPE such as steel toe boots, and always using the proper guard with the grinding wheel(Gribbins Insulation,2014).
4. Waste oil has to be disposed of properly according to federal regulations. Oil must be disposed according to the guidelines in 40 CFR 279. Used oil doesn't have to managed as a hazardous waste if: it includes any oil that's been refined from crude oil, it's not mixed with any listed hazardous waste, it contains less than 1000 ppm total halogens, it doesn't exhibit a hazardous waste characteristic(Haight,2012). I would recommend recycling the used motor oil because it can be re-refined into new oil, processed into fuels and used as raw materials in the petroleum industry(Environmental Protection Agency,2014).
5. The chemistry department needs to have a complete chemical inventory list. MSDS sheets need to be made, and training about the hazards of the chemicals need to be performed. Unlabeled chemicals need to be analyzed and labeled with appropriate hazard warnings, signal words, pictograms, and precautionary statements. If the students and faculty don't know the hazards, they can't ensure their safety and health.
6. One main problem with the waste is that the chemicals have to be identified first. Once they are categorized by ignitablilty, reactivity, corrosivity, EP toxicity, and materials not excluded from regulations; then they can be disposed of properly. Some chemicals can be treated to reduce the hazard or quantity of waste(Department of Chemistry: Texas A&M University,n.d.). We will recycle when we can. Everything will be appropriately labeled as hazardous waste. I would ensure everyone will be trained on proper PPE and safe waste disposal procedures when handling waste.
7. I would need to communicate hazards to the workers on site, management, vendors, and students on the campus.
8. I would be concerned with the risk of fire and explosions.
9. I would be concerned about a written response plan. To prepare, I would implement training sessions on spill prevention, planning in case of a spill/release, and spill/release response in case of an incident. We would have mock trainings. I would also have an accessible list of local, state, and federal emergency responders we may have to contact in the event of a spill/release.
10. Most definitely. They need general emergency response training in the event of any type of hazardous incident on campus. They will also need fire prevention and response training specifically for their departments.
11. They are numerous sites online. I would initially start with the OSHA website, EPA website, and the safety and health site for the state that I'm working in.
12. People respond to learning in different ways. Some are good with computers; some are not. I would personally start with live trainers until I can get the campus up to par. That way questions can be answered face to face, we can do hands on training, and it will be more interactive.
13. I have to make sure I don't overload them with information at one time. I will have to keep the slides simple; that way we can talk more to each other. PowerPoint may not allow me to demonstrate some things as I would like.
14. I would do a small test at the end, but only on the essentials. I would ensure the trainees learned what they needed by walking around and asking questions while they are in their work environments.
15. All chemical hazards need to be found out about the new chemical. It needs to be tested and meet federal regulations. A MSDS sheet needs to be made about the chemical.
16. It has to meet international standards. MSDS sheets need to made for all items manufactured and shipped out.
17. Since it is a fire hazard, the MSDS and documents of the like need to be updated to reflect the new information. They have to make aware to the industry and public the reactivity hazards with other chemicals. I would consult chemists in the Chemistry department for help with that.
18. Training has to be done on airborne and blood borne pathogens. I would go to the CDC website to make sure we meet all federal regulations for reporting. I would stress the health hazards during training.
